(Baonghean.vn) - This information was reported by the leaders of Nam Dan district at a working session with the provincial National Assembly's supervisory delegation, requesting that the locality effectively exploit and utilize projects invested with ODA funds.

On the morning of March 7th, the National Assembly's supervisory delegation from Nghe An province, led by Mr. Nguyen Thanh Hien - Deputy Head of the Provincial National Assembly Delegation, held a working session with Nam Dan district regarding the implementation of policies and laws on the management and use of foreign loan capital (ODA) during the period 2011-2016 in Nghe An province.

Nam Dan is a beneficiary of the Nghe An Province Flood Area Restoration Project, which invests in building infrastructure in the flood-prone and waterlogged areas of the "five southern" communes (including Khanh Son, Nam Kim, Nam Phuc, Nam Cuong, and Nam Trung) in Nam Dan district. The aim is to mitigate flood damage to the people of these five communes; organize rapid response and emergency handling when floods occur in the area; stabilize production and livelihoods; and contribute to poverty reduction.

The project, with a total investment of VND 672,148 million, is funded by the Saudi Arabian Development Fund, accounting for 50% of the total investment. This funding covers the construction of 29.98 km of Class IV roads in the delta region and 15 rescue shelters of types 1, 2, and 3. The Vietnamese counterpart funding includes funds for flood relief in the central provinces and other legitimate sources. ODA funding allocated until the end of 2017 is VND 308,211 million. Domestic counterpart funding allocated until the end of 2017 is VND 119,550 million.

The implementation process involved close coordination between the district and specialized agencies of the province and relevant ministries and sectors. The planned capital disbursed as of December 31, 2016, was over 199.2 billion VND; the domestic counterpart funding for the project allocated as of December 31, 2016, was 42.2 billion VND.

This is a major project aimed at improving and ensuring infrastructure, directly impacting socio-economic development and ensuring social welfare for five disadvantaged communes, which account for one-third of the population of Nam Dan district. The project has been met with great enthusiasm from the people, who have voluntarily donated land and property to facilitate its implementation.

To effectively utilize the infrastructure and projects invested in by the Nghe An Province Flood Area Restoration Project, Nam Dan district has planned an industrial and service cluster in Nam Phuc, Nam Cuong, and Nam Kim communes, and a future town in the Nam Nam area.

Following the project's completion, localities in the South Central region have begun to develop and establish agricultural economic models oriented towards high-tech investment.

Regarding the road connecting Yen Xuan Bridge to National Highway 15, the Department of Transportation is proposing to upgrade it to a national highway.

On behalf of the supervisory delegation, Deputy Head of the Provincial National Assembly Delegation Nguyen Thanh Hien acknowledged that Nam Dan district implemented the project in accordance with regulations and procedures guided by the Central and provincial authorities; the district proactively selected investment attraction options; developed plans to mobilize public resources and allocated district funds for land clearance; and the district paid attention to project inspection and supervision.

The supervisory team recommended improving record management; strictly adhering to reporting requirements; continuing to expedite the implementation of unfinished items; and completing the project's final settlement procedures.

In addition, the district needs to take advantage of attracting matching funds for the project; strengthen investment attraction efforts, create breakthroughs, and promote socio-economic development in the New Rural District as a prerequisite for building a model New Rural District for the whole country.
