Many Chairmen of Board of Directors and Directors of Cooperatives lack dynamism and sensitivity.
(Baonghean.vn) - This information was given at the meeting of the Standing Committee of the Provincial People's Council with the People's Committee of Dien Chau district on the afternoon of April 5 according to the program of monitoring the performance of cooperatives in the province from 2012 to 2017.

According to the report of the District People's Committee, there are currently 76 cooperatives in the area, including 65 agricultural cooperatives and 11 people's credit funds; with a total of 63,897 members, an average of 849 members/cooperative. The activities of cooperatives have generally had positive impacts on the implementation of local economic development programs and projects, contributing to the restructuring of crops, development of farm economy, industries, etc.
In particular, some cooperatives have clearly demonstrated their role in building a number of new branded agricultural economic models, from organizing or linking production, and consuming products for farmers such as the model of linking rice seed production; cucumber production to ensure food safety and hygiene; coriander production according to Vietgap; livestock and aquaculture models...

At the meeting, the monitoring delegation was concerned about many issues regarding the operational efficiency of cooperatives; the level and capacity of the cooperative management apparatus and the difficulties and obstacles that arose. According to Vice Chairman of Dien Chau District People's Committee Ha Xuan Quang, out of a total of 76 cooperatives in the district, in addition to 44 cooperatives operating effectively, 10 cooperatives operating fairly well and 9 cooperatives operating averagely, there are still 10 cooperatives operating poorly.
On the other hand, agricultural cooperatives mainly only provide input services, including materials, fertilizers, seeds, and irrigation, but have not paid much attention to providing output services for agricultural products. In particular, many production models have not been built according to the product value chain for farmers in a stable and sustainable manner.
In addition, the management apparatus of the cooperative still has many weaknesses, many Chairmen of the Board of Directors and Directors lack dynamism, sensitivity, and determination in production and business. Many difficulties and shortcomings of the cooperative related to land, headquarters, and capital mobilization have not been resolved...

Concluding the meeting, Vice Chairwoman of the Provincial People's Council Cao Thi Hien affirmed the important role of cooperative economy in the economy, so it is necessary to clearly recognize and unify the viewpoint, investment, support, and creation of conditions for cooperative development, in order to create connections, helping farmers produce and do business more effectively is the responsibility of the Party Committee and government from the district to the grassroots level.
The Vice Chairman of the Provincial People's Council also reminded Dien Chau district to pay attention to reviewing and re-evaluating the operational efficiency of cooperatives in the area to have appropriate orientations; for cooperatives operating effectively and fairly, focus on creating all conditions for expansion and development; for weak cooperative models, research and propose plans for transformation or dissolution.

At the same time, districts and communes need to pay attention to updating documents, related legal policies and mechanisms for proper and complete implementation; focus on building a team of cooperative managers with good capacity, responsibility and enthusiasm; along with that, promote propaganda for cooperative members to clearly understand their rights and obligations in the cooperative, as well as create a shift in awareness and new production methods for farmers, especially having the awareness to strictly implement the production process and build a close, loyal relationship, creating prestige for businesses in implementing agricultural production linkages according to the value chain, contributing to increasing farmers' income.
Vice Chairwoman of the Provincial People's Council Cao Thi Hien also acknowledged a number of recommendations from the district regarding the removal of difficulties and shortcomings in the operation of cooperatives.
Before working with the District People's Committee, in the morning, the working delegation of the Provincial People's Council Standing Committee directly supervised the performance of Dien Tan Agricultural Cooperative and Dien Ky People's Credit Fund.
