Many chairpersons of boards of directors and directors of cooperatives lack dynamism and perceptiveness.

According to the report of the District People's Committee, there are currently 76 cooperatives in the district, including 65 agricultural cooperatives and 11 people's credit funds; with a total of 63,897 members, averaging 849 members per cooperative. The activities of cooperatives have generally had a positive impact on the implementation of local economic development programs and projects, contributing to the restructuring of crop patterns, the development of farm economics, and other industries.

In particular, some cooperatives have clearly demonstrated their role in building new, branded agricultural economic models, from organizing or linking production to guaranteeing product sales for farmers, such as the model of linked rice seed production; cucumber production ensuring food safety and hygiene; coriander production according to VietGAP standards; livestock farming, aquaculture, etc.

During the working session, the supervisory delegation focused on many issues regarding the operational efficiency of cooperatives; the qualifications and capacity of the cooperative management apparatus; and the difficulties and obstacles encountered. According to the Vice Chairman of the Dien Chau District People's Committee, Ha Xuan Quang, out of a total of 76 cooperatives in the district, in addition to 44 cooperatives operating effectively, 10 cooperatives operating fairly well, and 9 cooperatives operating at an average level, there are still 10 cooperatives operating poorly.

On the other hand, the activities of agricultural cooperatives have mainly focused on providing input services, including supplies, fertilizers, seeds, and irrigation, without paying sufficient attention to providing guaranteed output services for agricultural products. In particular, they have not yet developed many stable and sustainable production models based on product value chains for farmers.

Furthermore, the cooperative's management structure still has many weaknesses; many chairmen of the board and directors lack dynamism, perceptiveness, and decisiveness in production and business. Many difficulties and shortcomings of the cooperative related to land, headquarters, and capital mobilization have not yet been resolved…

Concluding the meeting, Vice Chairwoman of the Provincial People's Council Cao Thi Hien affirmed the important role of cooperative economics in the economy. Therefore, it is necessary to clearly understand and unify viewpoints on investing in, supporting, and creating conditions for the development of cooperatives, in order to create linkages and help farmers produce and do business more effectively. This is the responsibility of Party committees and authorities from the district to the grassroots level.

The Vice Chairman of the Provincial People's Council also noted that Dien Chau district should pay attention to reviewing and re-evaluating the effectiveness of cooperatives in the area to have appropriate orientations; for cooperatives that operate effectively and fairly well, focus on creating all conditions for expansion and development; for weak cooperative models, research and propose options for transformation or dissolution.

Simultaneously, districts and communes need to pay attention to updating relevant legal documents and policies to ensure correct and complete implementation; focus on building a team of capable, responsible, and dedicated cooperative managers; and promote awareness among cooperative members about their rights and obligations within the cooperative, as well as creating a shift in awareness and new production methods for farmers, especially fostering strict adherence to production processes and building strong, loyal relationships with businesses in implementing agricultural production linkages along the value chain, contributing to increased income for farmers.

Vice Chairwoman of the Provincial People's Council Cao Thi Hien also acknowledged several recommendations from the district regarding the removal of difficulties and shortcomings in the operation of cooperatives.

Before working with the District People's Committee, in the morning, the working group of the Standing Committee of the Provincial People's Council conducted a direct supervision of the operational efficiency of Dien Tan Agricultural Cooperative and Dien Ky People's Credit Fund.
