Tan Ky chose a breakthrough strategy, becoming a relatively prosperous district in the Western region.

PV:Comrade, in recent years, Tan Ky district has made significant strides in attracting investment, creating many jobs for workers, and building a strong political system. How is this specifically demonstrated?

Comrade Phan Van Giap:Thanks to the unity and efforts of the entire political system, in recent years, the economy, culture, and society in Tan Ky have seen many positive developments, national defense and security have been maintained, and the material and spiritual lives of the people have been improved.

During this process, grassroots democracy was strongly promoted, the people's trust in the leadership of Party committees and governments at all levels was strengthened, the Party and political system were built with many new features in a sustainable and substantive direction; and the spirit of solidarity and consensus among cadres, Party members, and the people was increasingly promoted.

The Standing Committee and the Executive Committee of the District Party Committee have focused decisively on leading and directing the restructuring of the agricultural sector, linked with the implementation of three breakthrough projects: "Developing livestock farming in the period 2016-2020 and beyond," "Promoting the application of science and technology in agricultural production in the period 2016-2020," and "Developing high-income crops in the period 2016-2020."

To date, nearly 900 hectares of sugarcane have applied new scientific and technological methods, yielding over 100 tons/ha, with the goal of reaching 2,000 hectares of sugarcane applying scientific and technological methods by the end of the term. Alongside this, improved rice cultivation models (SRI) and integrated cropping (ICM) have been implemented on 100 hectares in Nghia Binh, Tan Phu, Tan Xuan, Nghia Dong, and Nghia Hoan; corn cultivation in value chain linkages covers 50 hectares in Nghia Dung and Nghia Binh; and many large-scale, economically efficient dairy, beef, pig, goat, and chicken farming models have been developed.

The trade, service, and investment attraction sectors have seen significant improvements: Many new projects and constructions have commenced, such as the Tunnel Brick Factory in Ky Son commune; the Trade and Service Center at Km0 Tan Ky; the Roofing Tile and Cotto Tile Factory in Nghia Dung commune; the Automobile Showroom and Commercial Services Center in Ky Tan commune; the Dien May Xanh Supermarket at the Bach Hoa intersection; the Nghia Dong Garment Factory; and the district market and trade center, with an investment capital of up to 177 billion VND. The Provincial People's Committee has approved the investment policy and allowed site surveys for 8 projects with a total investment of 629.8 billion VND…

Tan Ky is continuing to invite investment in several important projects in the town, such as: a cultural and event center, a hotel; the construction of a new urban area; a private kindergarten project; upgrading the road section connecting Tan Ky town and Do Luong (Truong Dong slope section); renovating the corridor and lighting of the Ho Chi Minh Highway section passing through the town, Ky Tan commune, and Ky Son commune...

The new rural development program continued to receive attention and guidance with many synchronized solutions. By the end of 2017, the total number of communes meeting new rural standards was 6 and 15 hamlets. The district completed the target of building 6 new schools meeting national standards (raising the percentage of schools meeting standards to 69.7%). The percentage of excellent students ranked 5th in the province, and the percentage of excellent teachers ranked 3rd in the province; the percentage of cultured families in 2017 reached 78.1%, an increase of 1.6%; the percentage of cultured villages reached 187 out of 269 villages, or 69.5%...

PV:In Party building work, the Standing Committee of the District Party Committee has implemented many effective projects and programs, promoting the role of cadres. Could you tell us which projects have been the most effective?

Comrade Phan Van Giap:The work of Party building and strengthening the political system has been comprehensively directed by the Standing Committee and the Executive Committee of the District Party Committee, especially the implementation of Project 01 of the Provincial Party Committee on building Party branches and developing Party members in hamlets and villages at risk of no longer having Party branches during the 2016-2020 period.

The District Party Committee has issued numerous projects, programs, and plans for implementation, most notably Conclusion No. 84-KL/HU dated April 3, 2017, of the District Party Committee on continuing to promote the comprehensive strengthening of the grassroots political system, achieving important initial results; and the issuance and vigorous implementation of the plan to implement Resolution 18-NQ/TW of the 12th Central Committee of the Communist Party of Vietnam on "Some issues on continuing to innovate and reorganize the organizational structure of the political system to be streamlined, effective, and efficient."

Personnel planning has become more systematic and of higher quality, with the five-step personnel process being implemented rigorously, creating consensus among cadres, Party members, and the people. Simultaneously, discipline and order have been strengthened through the strict implementation of the three-step personnel assignment regulations of the District Party Committee, aiming to rectify and enhance the sense of responsibility and public service ethics of each cadre at all levels.

Comrade Phan Van Giap:Recognizing 2018 as a pivotal year of paramount importance for the successful implementation of the Resolutions of the Party Congresses at all levels, and the Resolution of the 20th District Party Congress, the Standing Committee and the Executive Committee of the District Party Committee have, from the beginning of the year, developed a program and plan with a spirit of strong political determination and a high degree of proactive action in all fields, focusing decisively on four priority areas: continuing to accelerate the restructuring of the agricultural economy, strongly transforming both the scale and quality, applying science and technology to production and cultivation, and replicating successful models.

In 2018, the District Party Committee discussed and approved the policy of building a large-scale livestock farming model, focusing on establishing concentrated farming areas and moving them away from residential areas, with a target of at least one model per commune. The district actively encouraged and attracted investment in socio-economic development programs and projects. Initially, the FLC Group surveyed investment opportunities including 300 hectares of export-oriented dragon fruit in Giai Xuan commune, an event center project, hotels, restaurants, and commercial services in the town, an entertainment complex project, and an urban development project.

The district has also approved a plan for an investor to produce black garlic for export in Tan Hop and Giai Xuan communes on a scale of 85 hectares, a non-fired brick factory in Ky Tan commune, a factory producing ready-mix concrete and precast concrete components in Nghia Dung Industrial Cluster, and a project to build several facilities in the town and Ky Son commune under the build-transfer (BT) model... Tan Ky will definitively address the six key outstanding issues identified by the District Party Committee in 2018.

Continue to rectify the working methods and styles of cadres and civil servants throughout the entire system from the district to the grassroots level. The guiding principle is to focus on the grassroots, select weak points to concentrate on strengthening; select strengths for breakthroughs; promote unity, consensus, and exemplary conduct of cadres and Party members as a driving force for development, and soon make Tan Ky a prosperous district in the region.
