Tan Ky chooses breakthrough, becomes a prosperous district of the West

Comrade Phan Van Giap - Standing Deputy Secretary of Tan Ky District Party Committee talked with Nghe An Newspaper reporter about solutions to innovate and develop the socio-economy in the area.

PV:Dear comrade, in recent years, Tan Ky district has made important changes in attracting investment, creating many jobs for workers, and building a strong political system. How is that specifically demonstrated?

Comrade Phan Van Giap:With the solidarity and efforts of the entire political system, in recent years, the economy, culture and society in Tan Ky have improved a lot, national defense and security have been maintained, and the material and spiritual life of the people has been improved.

During that process, grassroots democracy was strongly promoted, people's trust in the leadership of Party committees and authorities at all levels was consolidated, Party building and the political system had many new points in a sustainable and substantive direction; the spirit of solidarity and consensus among cadres, Party members and people was increasingly promoted.

The Standing Committee and the District Party Executive Committee have focused on leading and directing the restructuring of the agricultural sector in conjunction with the implementation of three breakthrough projects: "Livestock development in the 2016-2020 period and the following years", "Promoting the application of science and technology in agricultural production in the 2016-2020 period" and "Developing high-income crops in the 2016-2020 period".

Up to now, nearly 900 hectares of sugarcane have applied new science and technology, with a yield of over 100 tons/ha. By the end of the term, we are striving to achieve 2,000 hectares of sugarcane applying science and technology. Along with that, the SRI improved rice intensive farming model and ICM integrated intensive farming model of 100 hectares in Nghia Binh, Tan Phu, Tan Xuan, Nghia Dong, Nghia Hoan, corn cultivation according to the value chain of 50 hectares in Nghia Dung, Nghia Binh...; many models of raising dairy cows, beef cows, pigs, goats, chickens on a large scale, with high economic efficiency.

The fields of trade, services and investment attraction have seen many improvements: Many new projects and constructions such as: Tuynel Brick Factory in Ky Son Commune; Trade and Service Center at Km0 Tan Ky; Roofing Tile and Cotto Tile Factory in Nghia Dung Commune; Car Showroom and Trade Services in Ky Tan Commune; Dien May Xanh Supermarket at Bach Hoa intersection; Nghia Dong Garment Factory, Market and District Trade Center have started construction with an investment capital of up to 177 billion VND. The Provincial People's Committee has approved the investment policy and allowed the survey and selection of construction sites for 8 projects with a total investment of 629.8 billion VND...

Tan Ky is continuing to call for investment in a number of important projects in the town such as: Cultural center for organizing events, hotels; construction of new urban areas; private kindergarten construction project; upgrading the road section between Tan Ky town and Do Luong (Truong Dong slope); renovating the corridor and lighting of Ho Chi Minh road through the town, Ky Tan commune, Ky Son commune...

The new rural construction program continues to receive attention and direction with many synchronous solutions. By the end of 2017, the total number of communes meeting new rural standards was 6 communes and 15 hamlets. The district completed the target of building 6 new schools meeting national standards (raising the rate of schools meeting standards to 69.7%). The rate of excellent students ranked 5th in the province, excellent teachers ranked 3rd in the province; the rate of cultural families in 2017 reached 78.1%, an increase of 1.6%, the rate of cultural villages reached 187/269 villages, reaching 69.5%...

PV:In the work of Party building, the Standing Committee of the District Party Committee has had many effective projects and programs, promoting the role of cadres. Could you tell us about the most effective projects?

Comrade Phan Van Giap:The work of building the Party and the political system was directed by the Standing Committee and the Executive Committee of the District Party Committee to be implemented quite comprehensively, especially the implementation of Project 01 of the Provincial Party Committee on building Party cells and developing Party members in hamlets and villages at risk of no longer having Party cells in the period of 2016-2020.

The District Party Committee has issued many projects, programs and plans for implementation, the most prominent of which is Conclusion No. 84-KL/HU dated April 3, 2017 of the District Party Committee on continuing to promote the building of a comprehensive and strong grassroots political system, achieving important initial results; issuing and drastically implementing the plan to implement Resolution 18-NQ/TW of the 12th Party Central Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently".

The planning of cadres is more qualitative and systematic, the 5-step cadre process is seriously implemented, creating consensus among cadres, party members and people. At the same time, discipline is strengthened by strictly implementing the 3-step cadre assignment regulations of the District Party Executive Committee to improve the sense of responsibility and public ethics of each cadre at all levels.

Comrade Phan Van Giap:Identifying 2018 as a pivotal year of utmost importance for the successful implementation of the Resolutions of the Party Congresses at all levels and the Resolution of the 20th District Party Congress, right from the beginning of the year, the Standing Committee and the District Party Executive Committee have developed a program and plan with a spirit of political determination and high offensiveness in all fields, focusing on 4 priority areas. Continue to accelerate the restructuring of the agricultural economy, strongly transform both in scale and quality, apply science and technology to production, cultivation... and replicate the model.

In 2018, the District Party Executive Committee discussed and approved the policy of building a large-scale livestock farming model in the direction of bringing livestock farming into concentrated areas and out of residential areas, accordingly assigning the target of each commune having at least 1 model. Actively mobilizing and attracting investment in socio-economic development programs and projects in the area. Initially, FLC Group surveyed and invested in 300 hectares of dragon fruit for export in Giai Xuan commune, the event center project, hotel, restaurant and commercial services in the town, entertainment area project, urban area project...

The district has also had a policy for 1 investor to produce black garlic for export in Tan Hop and Giai Xuan communes with a scale of 85 hectares, a non-burnt brick factory in Ky Tan commune, a factory producing commercial concrete and precast concrete components in Nghia Dung Industrial Cluster, a project to build a number of works in the town and Ky Son commune under the form of build-transfer (BT)... Tan Ky will completely handle 6 key issues in 2018 that have been identified by the District Party Executive Committee.

Continue to rectify the working style and manners of the staff and civil servants in the entire system from the district to the grassroots level. The guiding viewpoint is to focus on the grassroots level, choose weak points to focus on strengthening; choose strengths to make breakthroughs; promote solidarity, consensus and exemplary role models of staff and party members as a driving force for development, soon making Tan Ky a fairly good district in the region.
