Comrade Vu Mao - former member of the Party Central Committee (V, VI, VII, VIII, IX terms) said that for our Party and for the country's revolutionary process, cadre work, especially strategic cadre work, is of special importance and plays a decisive role.

Without innovation it will be extremely difficult.

According to comrade Vu Mao, in the history of our Party, cadre work was carried out quite successfully in the pre-uprising period with the glorious milestone of the August Revolution, as well as in the victorious resistance wars against the French and the Americans. There were many factors leading to success, in which cadre work played a very important role.

Since the reunification of the country, more than 40 years have passed, and we have entered a new era. Although there have been many difficulties, hardships, and challenges, our cadre work has always been highly valued. However, recently there have been many issues in the cadre team that are worth our consideration, with a very alarming situation. The ongoing 7th Central Conference, Session XII, has discussed cadre work, especially strategic cadres, and this is something we must pay attention to.

Comrade Vu Mao said that we must correctly assess the current situation. The lesson learned was that the 6th Congress (1986) took place at a time when the country's economy was in great difficulty, the crisis had reached rock bottom, and the people were restless. At that time, our Party was clearly aware of the danger to the country and the need for innovation. The spirit at that time was "innovation or death". We must innovate our thinking, innovate comprehensively.

The 6th Congress brought about a great change for the country. The cadres at that time included people who had been through a lot, experienced, participated in the resistance war, even been tested in imperialist and colonial prisons. They were very steadfast and determined people, who steered the country's ship from a time of food shortage to a time when we not only had enough to eat but also could export. From a time when we were surrounded and embargoed to a time when we integrated internationally. We knew how to research and learn from the international community to apply to Vietnam.

After more than 30 years of renovation, according to comrade Vu Mao: “For the first 10 years, there have been many problems in the past 15-20 years, when we advocated applying and applying the market mechanism to Vietnam. That is inevitable, very necessary, otherwise the country cannot develop. But we have not anticipated the negative side, have not paid attention, cared for, and looked after how our cadres are trained and promoted. It can be said that in the recent past, our cadres have degraded, many of which we call “group interests”, opportunism, especially corruption… Therefore, the Party’s fighting power and prestige have been greatly lost, and the people are not at peace. Without innovation, without changes in the Party, cadres, and party members, the country will be extremely difficult”.

Power Control Mechanism: Tightening Party Discipline?

Find out the current situation, evaluate the current situation, but importantly what is the cause? There are many causes, but according to comrade Vu Mao, it is very necessary to control power in the Party.

The essence of power control is first to create a mechanism. The most basic law of our Party is the Party Charter, which, according to comrade Vu Mao, needs to be studied, revised, and supplemented.

“In the recent 12th Congress, the issue of amending and supplementing the Party Charter was not mentioned. I think that is very regrettable. Because I reflect and re-examine our shortcomings, especially at the high level, often stemming from not understanding the Party Charter, not implementing the Party Charter enough, and the Party Charter itself is not enough. Therefore, they are mistaken, they think their power is unlimited,” comrade Vu Mao frankly said.

According to comrade Vu Mao, it is necessary to have a questioning regulation within the Party. The questioning regulation within the Party issued together with Decision No. 158 of the Politburo and then Instruction No. 15 of the Central Inspection Committee since 2008 have set out quite clear regulations. However, comrade Vu Mao believes that there are still many factors that hinder the good implementation of this regulation.

That is the psychological factor of cadres and party members, first of all at the Central level. Besides, the regulations are not clear enough to bind each Central Committee member in raising questions. "This is really difficult, if key comrades do not take the initiative to do it first, other comrades will not dare to do it", said comrade Vu Mao.

"I feel that Party cell activities here and there are still weak, the fighting spirit is not high, there is a tendency to please each other, to please each other, to avoid each other; many high-ranking agencies have cell activities but no one dares to speak up," said comrade Vu Mao.

Besides, comrade Vu Mao also said that the fighting strength of our Party from the branches must be tightened, order restored, and done better.

“I congratulate the Party for its recent rectification and tightening, practical actions, and the handling of a number of officials and Party members who have committed violations, including high-ranking officials. These are very good and serious decisions, and the people are very happy. But in my opinion, that is not enough. People say that the cases brought to lightThe announcement is very small compared to the existence, what is revealed is still very little. We must consolidate and shock the team so that the country can move forward. The people are very much looking forward to it, the country's potential is very large, but why are we so much behind other countries?

“In addition to major corruption, there is also petty corruption, which is everywhere, making the whole society become inferior and uncultured. Petty corruption occurs everywhere because our administrative procedures are still cumbersome. Therefore, we must make strong reforms, do everything that benefits the people, and not cause trouble for the people… Only when the people are at peace can the country be strong, that is an eternal principle,” said comrade Vu Mao.

Personnel work needs fundamental changes

At this 7th Central Conference, 12th term, the Central Committee will consider the Project "Focusing on building a contingent of cadres at all levels, especially strategic-level cadres with sufficient capacity, qualities and prestige, equal to the task". This project has proposed many solutions to build a contingent of Party cadres with new and innovative thinking and working methods.

Comrade Vu Mao pointed out: “Our ancestors have a saying: “If the roof leaks, it leaks down”, so strategic cadres are very important. We must pay attention to planning, training, preparation and arrangement to create a source of strategic cadres to meet the requirements of the Party and the country. After many years, the issue of training and using Party cadres still reveals many shortcomings, so the best way is to be more transparent in the Party's activities right from the Central level to set an example for lower levels.”

According to comrade Vu Mao, the Central Executive Committee needs to carry out questioning activities. It is necessary to study to have more public questioning sessions and broadcast them to the people of the whole country. If this can be done, it will be a breakthrough solution, truly rectifying the Party's cadre team.

Comrade Vu Mao believes that the live broadcasting of the Party's questioning sessions will be welcomed by the people, so there will be no "forbidden zones" in the eyes of the people, and the people will be able to check the cadres. At that time, the prestige of our Party will be enhanced. If we successfully organize the questioning sessions in the activities of the Central Executive Committee, it will create a new vitality for our Party.

Finally, comrade Vu Mao said that when the Party leads the whole society, listening to questions, suggestions, and aspirations of cadres, party members, and people to absorb and correct them is always very necessary. Before returning to the Central Committee meeting, Party Central Committee members should collect the aspirations of party members and people in the places they are in charge of and lead. A Provincial Party Secretary, before returning to the Central Committee meeting, must be responsible for holding meetings within the Party Committee and going to the grassroots to listen to the opinions of the people. Only then can people trust the Party, create purity and strength, and improve the Party's leadership capacity and fighting strength.
