Resolution No. 5 of the Central Committee (12th tenure), including Resolution No. 10-NQ/TW on Developing the private economy to become an important driving force of the socialist-oriented market economy; Resolution No. 11-NQ/TW on perfecting the socialist-oriented market economic institution; Resolution No. 12-NQ/TW on Continuing to restructure, innovate and improve the efficiency of state-owned enterprises.

Nghe An also has many solutions to strengthen administrative reform, strongly improve the investment and business environment and provincial competitiveness index, creating an environment to attract and develop the private economy in the province.

From the practical experience of directing the implementation of Central Resolution 5 at the local level, Provincial Party Secretary Nguyen Dac Vinh raised many concerns about "bottlenecks" and "bottlenecks".
Regarding the situation in Nghe An, the State economy plays a leading role in very few areas, mainly the private economy is generating budget revenue and creating jobs for workers; Provincial Party Secretary Nguyen Dac Vinh suggested that the Central Government conduct research to have appropriate policies.
Regarding the improvement of ownership institutions, the Provincial Party Secretary mentioned difficulties in site clearance for investment projects in the area, raising the viewpoint of who will reclaim the land, the State or enterprises, or the State and enterprises working together.

The Provincial Party Secretary also analyzed two viewpoints: if businesses are allowed to negotiate with people to reclaim land, people will get a good price, but it will not create unity and fairness in the community about the price. If the State reclaims and then transfers it to businesses, it will ensure fairness in the price, but the problem is how to resolve it to avoid creating a mentality that people are reclaimed at a low price while businesses benefit a lot. When the State reclaims land, how should the auction be organized to ensure that the resources are collected into the budget and people also benefit accordingly?
Also related to the land issue, Provincial Party Secretary Nguyen Dac Vinh proposed that the Central Government should solve the problem of calculating land prices in transferred assets in State-owned enterprises undergoing equitization.

The head of Nghe An Provincial Party Committee also raised the issue of resolving the conflict between investment attraction and bidding; because in localities currently encourage attracting and calling for investors, but to access land, public, transparent and competitive bidding is required, which invisibly reduces the significance of investment attraction. In addition to the locality's proactive resolution, the Provincial Party Secretary requested the Central Government to have specific handling regulations.
Provincial Party Secretary Nguyen Dac Vinh also said that the relationship between the State and private enterprises has many problems and legal loopholes that need to be studied and adjusted to create more transparency, create motivation for the economy and businesses, and business households to develop strongly, generate revenue, and from there reinvest and improve people's lives.

Concluding the meeting, comrade Ho Duc Phoc - Member of the Party Central Committee, State Auditor General, Head of the working group assessed the implementation of the Central Resolution 5 (term XII) in Nghe An as serious and having initial results.
Acknowledging Nghe An's valuable and macro-level recommendations and proposals, comrade Ho Duc Phoc requested the locality to continue to effectively lead and direct the implementation of Resolution 5 of the Central Committee, paying attention to closely following current regulations to speed up the progress and quality of equitization.
Regarding the equitization of agricultural and forestry companies, the State Auditor General suggested that the province pay attention to calculating land balance, ensuring that workers and laborers from old agricultural and forestry companies have land for production, stabilize their lives, and avoid handing over the status quo to new enterprises, leaving people without land.
At the same time, the province needs to continue improving the investment and business environment, associated with administrative procedure reform, attracting good investment, creating leading enterprises and breakthrough fields, creating momentum to promote the province's economic development.
