Working with the delegation, the provincial side included: Nguyen Dac Vinh - Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Nguyen Van Thong - Deputy Secretary of the Provincial Party Committee; Le Xuan Dai - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee; and Le Ngoc Hoa - Vice Chairman of the Provincial People's Committee.

The Central Committee Resolution No. 5 (12th Congress) includes Resolution No. 10-NQ/TW on developing the private economy into an important driving force of the socialist-oriented market economy; Resolution No. 11-NQ/TW on perfecting the socialist-oriented market economy institutions; and Resolution No. 12-NQ/TW on continuing to restructure, innovate, and improve the efficiency of State-owned enterprises.

Nghe An province has institutionalized the implementation of the Resolution through action programs, plans, and projects tailored to the specific conditions of the locality, with decisive and cautious leadership, especially in the restructuring, equitization, and divestment of state capital; reforming agricultural and forestry companies; and handling loss-making state-owned enterprises and inefficient investment projects.

Nghe An also has many solutions to strengthen administrative reform, significantly improve the investment and business environment and the provincial competitiveness index, creating an environment to attract and develop the private economy in the province.

Based on practical experience in directing the implementation of the Central Resolution No. 5 at the local level, Provincial Party Secretary Nguyen Dac Vinh raised many concerns about the "bottlenecks" and "obstacles".

Referring to the situation in Nghe An, where the state-owned economy plays a dominant role in very few sectors, with the private sector being the primary source of budget revenue and job creation for workers, Provincial Party Secretary Nguyen Dac Vinh suggested that the Central Government study the matter to develop appropriate policies.

Regarding the improvement of ownership institutions, the Provincial Party Secretary mentioned obstacles in land clearance for investment projects in the area, raising the question of who should reclaim the land—the State or the enterprise, or whether the State and enterprises should cooperate.

The Provincial Party Secretary also analyzed two viewpoints: if businesses are allowed to negotiate directly with people to reclaim land, people will get a good price, but this will not create uniformity and fairness in pricing within the community. If the State reclaims the land and then transfers it to businesses, it will ensure fairness in pricing, but raises the question of how to resolve the issue to avoid creating a situation where people are compensated at low prices while businesses benefit greatly. When the State reclaims land, how should the auction process be organized to ensure that resources are collected for the budget and that people also receive a commensurate benefit?

Also related to land issues, Provincial Party Secretary Nguyen Dac Vinh suggested that the Central Government should address the problem of calculating land prices in the transfer of assets in state-owned enterprises undergoing privatization.

The head of the Nghe An Provincial Party Committee also raised the issue of resolving the conflict between attracting investment and bidding; because localities are currently encouraging and calling for investors, but access to land requires open, transparent, and competitive bidding, which inadvertently diminishes the significance of attracting investment. Besides the proactive efforts of localities to resolve this issue, the Provincial Party Secretary requested that the Central Government issue specific regulations for handling it.

Provincial Party Secretary Nguyen Dac Vinh also stated that the relationship between the State and private enterprises is currently facing many obstacles and legal loopholes that need to be studied and adjusted to create greater transparency, provide impetus for the strong development of the economy, businesses, and business households, generate revenue, and then reinvest it to improve people's lives.

Many opinions from provincial People's Committee leaders and departments also raised several difficulties and requested the Central Government to continue paying attention to resolving issues after equitization, such as developing production, paying attention to the regime and policies for workers and strengthening Party and trade union organizations; building a healthy competitive environment, reforming administration; decentralizing power more strongly to localities in land and investment issues; and guiding the development of Party organizations in private enterprises…

Concluding the working session, Comrade Ho Duc Phoc - Member of the Central Committee of the Party, Auditor General of the State Audit Office, and Head of the working group - assessed that the implementation of Resolutions No. 5 of the 12th Central Committee in Nghe An has been serious and has yielded initial results.

Acknowledging the valuable and far-reaching suggestions and proposals from Nghe An, Comrade Ho Duc Phoc requested the locality to continue leading and directing the effective implementation of Central Resolution 5, paying particular attention to adhering to current regulations to accelerate the progress and improve the quality of equitization.

Regarding the equitization of agricultural and forestry enterprises, the State Audit Office suggested that the province pay attention to calculating land balance, ensuring that workers from the former agricultural and forestry enterprises have land for production and stable livelihoods, avoiding handing over the land in its original state to the new enterprise, which would leave people without land.

In parallel, the province needs to continue improving the investment and business environment, coupled with administrative procedure reforms, attracting investment effectively, creating leading enterprises and breakthrough sectors, and providing momentum to boost the province's economic development.
