The rising nation and the leadership role of the Party

Looking back at nearly three years of implementing the Resolution of the 12th National Party Congress, we have achieved great achievements, creating clear changes in many areas, especially in socio-economic development; Party rectification, anti-corruption and negativity; and institutional building and improvement.

At the National Assembly session that is gradually "heating up" with discussions on the socio-economic situation and question-and-answer sessions, the Government has a mid-term report on the results of 3 years of implementing socio-economic development tasks.

Thereby, the current picture and prospects of the socio-economic situation have been outlined quite clearly with many bright spots as many National Assembly delegates have pointed out. Notably, GDP growth in the first 9 months of 2018 is the highest in nearly a decade and the whole year's GDP is likely to exceed the set plan. The growth target for the whole 5 years is also within reach.

Many other records were also set, such as foreign exchange reserves reaching over 60 billion USD; exports reaching 238 billion USD, trade surplus of nearly 5.4 billion USD and according to the latest results, in 10 months, the trade surplus was 6.4 billion USD; the public debt/GDP ratio decreased sharply... It is likely that we will achieve and exceed all 12 targets in 2018. Previously, in 2017, for the first time in many years, we completed and exceeded all 13 planned targets.

Many National Assembly delegates have emphasized that these can be considered miracles in the context of the beginning of this term, when the country is facing "a lot of difficulties" and the world situation is changing dramatically.

The Government's report, the inspection reports of the National Assembly Committees and many opinions of National Assembly deputies all agreed that these results have created new momentum and motivation, new spirit for completing the goals and tasks set for 2019 and the 5-year period of 2016-2020.

This work is continuing to be promoted and a few days ago, General Secretary and President Nguyen Phu Trong signed and issued the Regulation on exemplary responsibility of cadres and party members, first of all members of the Politburo, members of the Secretariat, and the Central Executive Committee. Another extremely important issue, the Politburo's regulation on controlling power in personnel work and preventing and combating the abuse of power and position, is also being developed and will be issued in the near future...

On the fight against corruption, waste, bureaucracy and negativity,Our Party and State have led, directed, and acted resolutely and resolutely for many years now, but recently they have been promoted more than ever, directed to be implemented vigorously and resolutely, achieving many positive and clear results. Serious and complicated corruption and economic cases have been handled resolutely and strictly, in accordance with Party regulations and State laws, including those involving senior Party leaders, incumbent officials, and retired officials. This is a breakthrough in the Party's inspection and discipline work, tightening discipline and order within the Party and State apparatus.

Cadres, party members and people across the country have clearly seen the Party's high determination in this work, as stated by the General Secretary: Building and rectifying the Party, preventing and fighting corruption, whoever feels hindered or discouraged should step aside and let others do it. Reality shows that, as some public opinion fears, only worrying about building the Party and fighting corruption will discourage morale, but on the contrary, doing a good job of building the Party, promoting advantages, and fighting degeneration has promoted socio-economic, national defense, security and foreign affairs tasks.

Increasing demands on Party leadership

Although there are still many difficulties, challenges, shortcomings, and limitations, as many opinions have pointed out, but looking at the whole picture, it can be seen that our position and strength are different from before, "the country is very prosperous, the nation's fortune is on the rise", as opinions expressed at the National Assembly have assessed.

There are many reasons for the above results, but perhaps the most important is that we have inherited the results and achievements of many previous years, especially 2016 with the brilliant success of the 12th Party Congress, the results and achievements of 2016 and 2017, with many correct, timely and appropriate resolutions, decisions and solutions. Along with that, it is thanks to the solidarity, unity, efforts, joint efforts and hearts of our entire Party, people and army in the comprehensive and synchronous innovation process in the spirit of the Resolution of the 12th Party Congress.

The Party and State leadership agencies have made many innovations, coordinated more harmoniously, synchronously and systematically in leading, directing, thoroughly grasping, organizing and implementing the Resolution of the 12th National Congress, creating positive changes in fully and correctly promoting the leadership role of the Party, the management of the State, the mastery of the people, promptly, correctly, closely and effectively resolving issues arising in life, especially important, sensitive and pressing social issues.

The above results were achieved in the context of the domestic and international situation that has been, is and will continue to be complicated and unpredictable. In particular, the political developments in the world in recent times have had many issues beyond normal forecasts. The fourth industrial revolution is fundamentally changing the way life, societies and countries operate.

As General Secretary and President Nguyen Phu Trong, the highest leader of the Party and State, has repeatedly emphasized: Our country has never had such a foundation, potential and position as it does today; but the country is also facing enormous difficulties, the world situation is evolving unpredictably; we are happy with the great achievements and results, but we absolutely must not be subjective, complacent, too intoxicated with victory, or rest on our laurels.

Reality requires the spirit of daring to think, daring to do, having the spirit of proactive attack, daring to go beyond familiar thinking and fields to have thoughts and actions beyond the national level, reaching the regional and international level. It can be said that the domestic and international situation, the demands of the people and the times are placing increasingly high demands on the leadership of the Party.

Over the past time, our Party has demonstrated its strong mettle in carrying out its role as leader of the country and society, with decisions that are in line with the people's wishes. The solidarity and unity within the entire Party, people, army and the entire political system have been strongly consolidated, as evidenced by the election of General Secretary Nguyen Phu Trong by the National Assembly as President with 476/477 votes in favor, after being unanimously recommended by 100% of the Central Committee members. As stated by comrade Phan Dien, former member of the Politburo and Standing member of the Secretariat: "The prestige of the Party is converging on General Secretary Nguyen Phu Trong".

In the new context, the Party is continuing to strongly renew itself to be worthy of the people's trust. Along with Party rectification and strict handling of violations, the Party is placing increasingly high demands on Party members and leaders at all levels, both in heart and vision, both in virtue and talent. The Party's prestige is very high, the people's trust is consolidated, the country is on the rise - that is the basis for us to confidently enter a new stage, grasping the historical opportunities that are opening up ahead.
