Responding to National Assembly delegates about the responsibility to set an example and the current resignation mechanism of officials and civil servants, Permanent Deputy Prime Minister Truong Hoa Binh said: Resignation is a new issue, a voluntary form if the appointed official finds that he or she is not healthy or prestigious enough, or if there is a violation.

According to Deputy Prime Minister Truong Hoa Binh, the Law on Cadres and Civil Servants stipulates five forms of discipline for cadres and civil servants. For leaders, there are forms of dismissal and removal. However, the current law does not have clear regulations on the form of resignation.
After the Resolution of the 12th Central Committee, Session 8, we think that the National Assembly and the Government will concretize the Party's regulations in legal documents. Resignation is not only in the Government agencies but also in the Party, the political system, socio-political organizations...
This is a rather broad issue that needs further research and development. The Government will also study and issue specific regulations on this issue.
In considering the issue of resignation, in addition to voluntary resignation, if the official commits a violation or fails the vote of confidence, he or she will still be dismissed according to regulations. Legal responsibility for any violations, if any, of that official or civil servant must still be held accountable before the law or be subject to administrative sanctions or party discipline, according to regulations, said the Deputy Prime Minister.
