Build the 2019 operating scenario now
Prime Minister Nguyen Xuan Phuc requested to carefully study the international and domestic situation, immediately develop a 2019 management scenario, and set out specific tasks, solutions, and roadmaps to improve Vietnam's competitiveness and business environment rankings.

Concluding the regular Government meeting in October 2018, giving a general assessment of the socio-economic situation in October and the past 10 months, the Prime Minister said that the situation has changed positively, with better results than the same period last year. This further strengthens the forecast that all targets assigned by the National Assembly in 2018 will be exceeded and achieved.
However, the Prime Minister warned that if we are subjective, we may not be able to achieve the target. For example, the agricultural sector has so far achieved an export turnover of over 33 billion USD while the target set for 2018 is 40 billion USD and "with only 2 months left, how will you strive when the prices of many agricultural products are still having many problems?"
Prepare a fundamental and clear 2019 plan
In addition to implementing the 2018 plan, the Prime Minister stated that it is also necessary to prepare for the 2019 plan in a more fundamental and clear manner. This requires members of the Government, ministries and sectors to make more efforts and be more creative, and to implement the set goals more effectively. "For example, the Decree on information connectivity, who will do this?" or what necessary measures are needed to be able to immediately implement the CPTPP Agreement after it is approved.
Continuing to emphasize institutional work, the Prime Minister also mentioned the construction of a Decree implementing the Law on Cyber Security in a public and transparent manner, widely soliciting public opinions, even inviting a number of relevant agencies and organizations to contribute their opinions. In addition, there are a number of other legal documents that need to be implemented and adjusted in the education, health, banking sectors, etc.
The Prime Minister emphasized that removing outdated institutions and creating a favorable business environment for people is an important growth driver today.
Key tasks for the last 2 months of the year
Regarding the key tasks for the last two months of the year, the Prime Minister stated that the priority will continue to be the stabilization of the macro economy, inflation control, and creating a favorable environment for production and business. Therefore, the State Bank, the Ministry of Finance, ministries and branches will closely monitor price developments in the world and domestic markets to control inflation and appropriately regulate monetary, credit and fiscal policies. Pay special attention to the management of gasoline prices, electricity prices, education and health services.
Ensure good supply of goods, stabilize prices, avoid fever and shortage of goods at the end of the year and during the Lunar New Year. The Ministry of Planning and Investment shall preside over and develop plans, set out tasks, solutions, and specific roadmaps to improve the ranking of competitiveness and business environment, specifically for each indicator, especially criteria and groups of indicators that Vietnam ranks low and is at risk of falling behind.
The Ministry of Planning and Investment shall preside over and urgently prepare to develop Resolution 01 of 2019, carefully study the international and domestic situation, immediately develop the 2019 operating scenario, and propose appropriate solutions and policies.

The State Bank of Vietnam is implementing a tight and cautious monetary policy. It has a plan from now until the end of the year to ensure that deposit interest rates and interbank interest rates do not increase, in order to create more flexibility in responding to adverse developments in the world financial market and the increasing US-China trade tensions.
The Ministry of Finance focuses on closely monitoring developments in the international and domestic situation to have appropriate and timely solutions for effective and sustainable development of the stock market.
Ministries, sectors and localities shall accelerate the implementation and disbursement of public investment capital, focusing on large projects, important and key projects, national target programs, ensuring quality; accelerate the completion of works and projects that are significant in improving production capacity for the economy and disburse all public investment capital allocated in 2018; strengthen inspection, examination, strictly review and clarify the responsibilities of organizations and individuals causing delays in the implementation of public investment plans.
Having recently received a delegation from the European Parliament (EC) Fisheries Committee and asked the delegation to support the early positive consideration of Vietnam's efforts and the early removal of the "yellow card" on Vietnam's seafood exports to the European Union (EU), the Prime Minister requested ministries, sectors and 28 coastal localities to resolutely monitor and prevent illegal fishing activities of the EC.
Noting the issue of African swine fever, the Prime Minister stated that all forms of transportation, trading, slaughtering, and consumption of pigs and pig products smuggled, suspected of smuggling, and of unknown origin are strictly prohibited, including forms of donation from organizations, individuals, and residents in border areas. Closely monitor border gates, trails, and openings in border areas for people and means of transport from countries with the disease entering Vietnam.
The Ministry of Industry and Trade closely monitors the domestic and international economic and trade situation to promptly respond to new developments with policies. Review and remove difficulties for export production projects to soon put the projects into operation, creating sources of goods for export.
The Ministry of Construction studies the formation of new models of urban development such as smart cities, green growth cities, etc. Proactively and promptly propose plans and solutions to control and promote the stable and sustainable development of the real estate market. Complete the project "Assessing the situation, forecasting trends, proposing market solutions, management policies and mechanisms to promote the stable and healthy development of the real estate market", submit to the Prime Minister in the fourth quarter of 2018.
The Ministry of Transport reviews, develops, and adjusts the planning of the North-South expressway in the East. Accelerates preparations to soon implement key projects of the industry such as the Long Thanh International Airport Project, the expansion of Tan Son Nhat International Airport, the North-South expressway, the North-South high-speed railway... Resolutely and effectively handle black spots and potential traffic accident spots.
Regarding tourism and services, the Prime Minister suggested “decoding” the shortcomings of tourism and holding a thematic conference on this issue, especially strictly managing the activities of travel companies, avoiding price gouging or dumping leading to unfair competition. Strengthening management and control of the quality of tourism services and tourist facilities, because “if the current situation is left as it is, it will be very worrying”, the Prime Minister noted.
The Prime Minister assigned the Ministry of Planning and Investment to organize research and develop a Strategy and Master Plan for the development of Vietnam's service sector until 2025, with a vision to 2035. Research and amend legal documents and policy mechanisms to remove barriers and promote the development of service industries. Develop mechanisms and policies to promote service exports.

No incidents occur in the exam preparation and grading process.
Regarding education and training, with many issues that have occurred recently, the Prime Minister requested the Ministry of Education and Training to proactively discuss, expand dialogue, create social consensus related to educational innovation, improve the quality of the policy-making team, and carefully review right from the drafting of documents, to avoid mistakes like the recent ones.
Regarding the report of the Ministry of Education and Training on the 2019 National High School Exam, the Prime Minister requested to well implement the policies of the Central Government and the National Assembly, overcome existing shortcomings and inadequacies, avoid surprises and difficulties for students' exam preparation; avoid incidents in the stages of exam preparation, grading, and violations of exam regulations...
For the Ministry of Science and Technology, it is necessary to effectively exploit the Digital Vietnamese Knowledge System Project and the national science and technology database system.
The Ministry of Justice resolutely directs the work of perfecting the law and immediately corrects the situation of issuing illegal documents. The Prime Minister clearly stated that there should be no backlog of documents.
The Prime Minister's Working Group continues to step up the supervision and inspection of the implementation of the tasks assigned by the Prime Minister to ministries, branches and localities and report publicly at regular Government meetings. It is necessary to point out specific acts of harassment and negativity, not generalize. To do so, it is necessary to closely monitor and assign responsibility to leaders, especially petty corruption. According to the Prime Minister, a large conference on preventing petty corruption will be held in the near future.
The Prime Minister requested ministers, heads of sectors, and members of the Government to have plans to immediately implement the promises made to the National Assembly and voters nationwide at the 6th session of the 14th National Assembly.
