Implementing the policy of reorganizing the administrative apparatus and streamlining personnel, from 2015 to the present, Ha Tinh province has reduced 29 specialized departments and cut over 2,000 personnel.

According to Mr. Tran Huy Lieu, Deputy Director of the Department of Internal Affairs of Ha Tinh province, by 2021, Ha Tinh aims to reduce the number of specialized departments by 1-2 per department (expected to reduce at least 15 out of 150 departments); the People's Committees of districts, cities, and towns will reduce the number of specialized departments under their direct control by 1-2 per department (expected to reduce at least 13 out of 155 departments); and reduce 255 administrative staff positions compared to the target set in 2015.
For public service units, the province aims to reduce the number of public service units by at least 10%; and reduce over 3,200 positions out of a total of 29,166 public service positions compared to 2015.
According to Mr. Tran Huy Lieu, when reorganizing departments and divisions, it's not simply about achieving sufficient scale, but rather about reviewing all areas to analyze the shortcomings in the old organizational model, synthesizing the analysis, and reorganizing them according to task groups.
