General Secretary and President Nguyen Phu Trong emphasized this when chairing a meeting of the Steering Committee for building a strategic-level personnel plan for the 2021-2026 term, held on November 4 at the Party Central Committee Headquarters.

Attending the meeting were comrades of the Politburo, Secretariat participating in the Steering Committee and comrades participating in the Steering Committee's Working Group.

At the meeting, representatives of the Central Organizing Committee announced the decisions of the Politburo and the Secretariat on the establishment of the Steering Committee for developing the Strategic Personnel Planning for the 2021-2026 term and the Steering Committee's Working Group.

According to Decision No. 147-QD/TW dated October 25, 2018 of the Politburo, the Steering Committee for the development of the Strategic Personnel Plan for the 2021-2026 term consists of 6 comrades, headed by General Secretary and President Nguyen Phu Trong and the following comrades: Tran Quoc Vuong, Politburo member, Standing member of the Secretariat; Pham Minh Chinh, Politburo member, Secretary of the Party Central Committee, Head of the Central Organization Committee; Tong Thi Phong, Politburo member, Permanent Vice Chairwoman of the National Assembly; Truong Hoa Binh, Politburo member, Permanent Deputy Prime Minister of the Government; Tran Cam Tu, Secretary of the Party Central Committee, Head of the Central Inspection Committee.

According to Decision No. 148-QD/TW dated October 25, 2018 of the Secretariat, the Steering Committee's Working Group consists of 12 comrades, headed by Comrade Pham Minh Chinh, Politburo member, Party Central Committee Secretary, Head of the Central Organization Commission.

The participants discussed and approved regulations on functions, tasks, powers, principles, and working regimes of the Steering Committee and the Steering Committee's Working Group; and reviewed for the final time the draft Plan of the Politburo on building a Strategic-Level Cadre Planning for the 2021-2026 term for promulgation.

The opinions expressed at the meeting were highly unanimous with the draft Plan for building a Strategic-Level Cadre Plan in terms of content, roadmap, and implementation steps, and at the same time contributed many opinions to continue perfecting and promulgating the Plan, as a basis for building a Strategic-Level Cadre Plan in a systematic and rigorous manner, strictly implementing the principles of democratic centralism, publicity, transparency, objectivity, impartiality, following procedures and regulations, ensuring both quantity and structure and improving quality.

Many opinions say that it is necessary to clearly define and promote the responsibility of Party committees, Party organizations, local leadership collectives, agencies, units and leaders in reviewing and introducing planning personnel; emphasizing that planning personnel must ensure standards, conditions, and follow correct procedures and regulations...

According to the Plan, in November 2018, Party committees, Party organizations, local leadership collectives, agencies and units will conduct the process of introducing personnel for the 13th Central Executive Committee.

After listening to the report of the Central Organizing Committee and the discussion opinions of the comrades in the Steering Committee and the Steering Committee's Working Group, General Secretary and President Nguyen Phu Trong delivered a concluding speech, emphasizing that the work of building a cadre planning, especially for strategic-level cadres, plays an extremely important role, has been directed by our Party and State since very early on and has been carried out for a long time, and has been mentioned in many Resolutions and Directives of the Party.

Based on the summary of experiences from previous terms, the preparation and development of the Strategic Personnel Plan for the next term is being carried out according to the decision of the Politburo and the Secretariat, and is expected to be submitted to the Central Executive Committee at the upcoming 9th Conference.

The development of the Strategic Personnel Plan aims to proactively prepare personnel resources for training, fostering, and testing, as a basis for personnel work at the 13th National Party Congress, to build a team of strategic-level cadres with sufficient qualities, capacity, prestige, and steadfast ideals and goals of national independence and socialism; to successfully lead the cause of building and defending the Fatherland in the new situation.

The General Secretary and President stated that this is a step to discuss the Plan to proceed with the development of a strategic-level cadre plan, to unify the method, the way of posing the problem, and specific steps. It is not yet a personnel work but a basis for doing better personnel work in the future.

If any planning officer is found to have problems, he will be removed from the Planning immediately, or he can also be added to the Planning. This time, the difference is that the planning is not for many terms, but only focuses on the next term: 2021-2016.

The General Secretary and President emphasized: The requirements are to be cautious, strict, focused, democratic, impartial and objective, absolutely not biased, maintain information discipline, and take tight steps, because this is a complicated and important job.

Regarding the requirements for cadre standards, the General Secretary and President emphasized the requirements for qualifications and understanding, which must be relatively comprehensive in all fields, especially basic theoretical qualifications, because these are the people who will plan the policies and roadmap for our country's future steps, so they must have a firm grasp of the domestic and international situation.

Besides, it is necessary to pay more attention to training and fostering more qualified cadres with knowledge of Party building and law, typical intellectuals, prestigious cultural figures and scientists, etc.

For alternate members, not only should we pay attention to their young age, but also their qualifications and standards. Of course, the staff structure must be calculated reasonably.

The Steering Committee's support team consists of carefully selected, experienced, and trustworthy cadres who must promote a sense of responsibility, be dedicated to their work, be impartial, objective, careful, honest, maintain strict information discipline, and be very knowledgeable to help the Steering Committee from the very beginning, select the good "pebbles" and eliminate the rotten "pebbles".
