National Assembly finalizes 2019 GDP growth target of 6.6-6.8%

The resolution on Vietnam's 2019 socio-economic development plan recently approved by the National Assembly sets a GDP growth target of 6.6% - 6.8%.

This morning (November 8), the National Assembly voted to pass the Resolution on the 2019 socio-economic development plan with 447/450 National Assembly deputies participating in the vote, reaching 92.16% of the total number of deputies.

The Resolution clearly states the general objectives as follows: Continuing to stabilize the macro-economy, controlling inflation, improving productivity, quality, efficiency, autonomy and competitiveness of the economy. Focusing on improving the investment and business environment, promoting economic growth; creating more substantial changes in implementing strategic breakthroughs, restructuring the economy associated with renewing the growth model. Promoting innovation, applying advanced science and technology and effectively exploiting the Fourth Industrial Revolution.

Regarding the main tasks and solutions for 2019, the Resolution clearly states: Strengthening capacity, being proactive, analyzing, forecasting, closely monitoring developments in the international and domestic situation to proactively have appropriate and timely responses. Operating monetary policy proactively, flexibly, cautiously, coordinating with fiscal policy and other macroeconomic policies to continue stabilizing the macro economy and controlling inflation.

The resolution also emphasizes the need to strongly improve the investment and business environment and enhance Vietnam's competitiveness in the world. Firmly pursuing the goal of institutional innovation as an important breakthrough, focusing on reviewing and perfecting policy mechanisms to create stronger changes, especially in high-tech industries and fields.

In addition, the National Assembly Resolution also proposed to complete necessary conditions and build, amend and supplement the legal system to implement the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP); promote the early signing and ratification of the Vietnam - EU Free Trade Agreement (EVFTA).

Main indicators of socio-economic development in 2019:

- Gross domestic product (GDP) increased by 6.6-6.8%;

- Consumer price index (CPI) growth rate is about 4%;

- Total export turnover increased by 7-8%;

- The ratio of trade deficit to total export turnover is under 3%;

- Total social development investment capital is about 33-34% of GDP;

- The poverty rate (according to multidimensional poverty standards) decreased by 1-1.5%, with poor districts decreasing by 4%;

- Unemployment rate in urban areas below 4%;

- The rate of trained workers reaches 60-62%, of which the rate of trained workers with degrees and certificates reaches 24-24.5%;

- Number of hospital beds per ten thousand people (excluding commune health station beds) reached 27 beds;

- The rate of population participating in health insurance reached 88.1%;

- The rate of industrial parks and export processing zones in operation with centralized wastewater treatment systems meeting environmental standards is 89%;

- Forest cover rate reached 41.85%./.
