The National Assembly sets the GDP growth target for 2019 at 6.6-6.8%.
The resolution on Vietnam's socio-economic development plan for 2019, recently passed by the National Assembly, sets a GDP growth target of 6.6% - 6.8%.
This morning (November 8th), the National Assembly voted to approve the Resolution on the socio-economic development plan for 2019 with 447 out of 450 participating National Assembly deputies voting in favor, achieving a rate of 92.16% of the total number of deputies.

The resolution clearly states the overall objectives: To continue stabilizing the macroeconomy, controlling inflation, and improving the productivity, quality, efficiency, self-reliance, and competitiveness of the economy. Focus on improving the investment and business environment, promoting economic growth; creating more substantive changes in implementing strategic breakthroughs, restructuring the economy in conjunction with reforming the growth model. Promote innovation, apply advanced science and technology, and effectively utilize the Fourth Industrial Revolution.
Regarding the main tasks and solutions for 2019, the Resolution clearly states: Strengthen capacity, proactively analyze, forecast, and closely monitor developments in the international and domestic situations to proactively develop appropriate and timely countermeasures. Manage monetary policy proactively, flexibly, and cautiously, coordinating with fiscal policy and other macroeconomic policies to continue stabilizing the macroeconomy and controlling inflation.
The resolution also emphasizes the need for significant improvements in the investment and business environment, enhancing Vietnam's competitiveness in the world. It steadfastly pursues institutional reform as a crucial breakthrough, focusing on reviewing and perfecting policies and mechanisms to create even stronger transformations, especially in high-tech industries and sectors.

Furthermore, the National Assembly Resolution also proposes completing the necessary conditions and building, amending, and supplementing the legal system to implement the Comprehensive and Progressive Trans-Pacific Partnership Agreement (CPTPP); and accelerating efforts to sign and ratify the Vietnam-EU Free Trade Agreement (EVFTA) as soon as possible.
Key socio-economic development targets for 2019:
- Gross Domestic Product (GDP) increased by 6.6-6.8%;
- The consumer price index (CPI) is expected to increase by approximately 4%.
- Total export turnover increased by 7-8%;
- The ratio of import surplus to total export turnover is below 3%;
- Total social development investment capital is approximately 33-34% of GDP;
- The poverty rate (according to the multidimensional poverty approach) decreased by 1-1.5%, and by 4% in poor districts;
- The unemployment rate in urban areas is below 4%;
- The proportion of trained workers reaches 60-62%, of which the proportion of trained workers with diplomas or certificates reaches 24-24.5%;
- The number of hospital beds per 10,000 people (excluding beds at commune health stations) is 27 beds;
- The percentage of the population participating in health insurance reached 88.1%;
- The percentage of operating industrial parks and export processing zones with centralized wastewater treatment systems meeting environmental standards is 89%.
- Forest cover rate reached 41.85%.
