Police lieutenant proposed to be demoted for handcuffing girlfriend

A police lieutenant in Ha Tinh was recommended for demotion to sergeant after using handcuffs to chain his girlfriend to a window after an argument.

On November 11, Cam Xuyen District Police said they had just sent a file to the Director of Ha Tinh Provincial Police requesting a demotion from lieutenant to sergeant for Dinh Van Phuc (a police officer of Cam Trung commune) for violating ethics and lifestyle and regulations on internal affairs.

Five months ago, at a rented room in Ha Tinh city, Mr. Phuc and his 20-year-old girlfriend had a conflict and argued. When she wanted to pack up and leave, the police officer used handcuffs to handcuff his girlfriend to the window latch.

The incident was recorded by some residents using their phones, who called the ward police to come and make a report. On the evening of September 5, a two-minute video clip of Lieutenant Phuc handcuffing his girlfriend was circulated on social media. When asked by the unit to write a report, Mr. Phuc admitted to the incident and was suspended from work for a month.

Cam Xuyen District Police determined that this incident did not have any criminal elements, so they disciplined the officer according to industry regulations.

"The unit pointed out the mistakes to Lieutenant Phuc, he repented and seriously carried them out," said the leader of Cam Xuyen police.

Lieutenant Phuc worked at the Movement Building Team of Cam Xuyen District Police in 2015. Last April, he was assigned to work as a police officer in Cam Trung commune.
