The project to build a road section from National Highway 1A (Quan Bau intersection) to Xo Viet Nghe Tinh Boulevard (Vinh City) involves the acquisition of both residential and agricultural land from a total of 96 households (57 households in Nghi Phu commune and 39 households in Ha Huy Tap ward).

According to the Management Board of Urban Construction and Infrastructure Projects, although the Provincial People's Committee issued Document No. 84000/UBND-CN dated November 1, 2018, on accelerating the progress of the 72m road project section through Nghi Phu commune, Vinh City, which assigned the Vinh City People's Committee to direct, develop solutions to resolve obstacles, and strengthen propaganda and mobilization efforts to ensure the handover of land for the southern section of the road before November 15, 2018, and the handover of all land before December 30, 2018.

However, to date, the Vinh City People's Committee has not yet handed over the land to the investor as directed by the Provincial People's Committee.

According to the Vinh City People's Committee: To date, 81 out of 96 households have handed over their land, while 15 households (9 households with residential land and 6 households with agricultural land) in Nghi Phu commune have not yet had their land cleared due to obstacles related to compensation, support, and resettlement plans. Specifically, 2 households with agricultural land have not yet had their compensation and support plans approved; 9 households have had their compensation and support plans approved but their resettlement plans not yet approved; and 4 households with agricultural land have had their plans approved and are currently finalizing plans for forced land acquisition.

The city explained that the reason was that during the process of resolving the issues, there were two cases of agricultural land where the compensation plan had not yet been approved, and there was a request for additional support (beyond the 255,000 VND/m² support).²(Approved by the Provincial People's Committee). Regarding this matter, the city will complete the appraisal and approval procedures before January 20, 2019.

For the four agricultural land plots belonging to four households for which compensation and land clearance support plans were approved in Decision No. 9779/QD-UBND dated August 20, 2015, but the households have not yet agreed to receive the money and proceed with land clearance, Vinh City will complete the procedures and organize the forced eviction before January 30, 2019.

Of the 9 households whose land use plans for compensation and support have been approved, 3 households will not be allocated resettlement land but will only receive cash compensation because only a portion of their land will be reclaimed, while the remaining area is still suitable for habitation. If these households do not hand over the land, forced eviction will be carried out before February 28, 2019.

Regarding the issue of approving compensation plans for households still facing difficulties, according to Mr. Nguyen Trung Long - Deputy Head of the Price Management Department, Department of Finance, Vinh City needs to review the compensation plan established in 2015; in cases where households have requested compensation but have not accepted it, adjustments cannot be made.

After hearing the opinions of relevant departments, agencies, and localities, concluding the meeting, Vice Chairman of the Provincial People's Committee Huynh Thanh Dien criticized the Vinh City People's Committee for its land clearance work. Inspection revealed that the land clearance progress for the 72m road project, the section from National Highway 1A (Quan Bau intersection) to the Soviet-Nghe Tinh Boulevard, is behind schedule despite the city's repeated commitments to the Provincial People's Committee.

The Vice Chairman of the Provincial People's Committee requested the City People's Committee to learn from experience and make adjustments to implement the plan more effectively. At the same time, he urged the entire political system to continue disseminating information and mobilizing the people, reviewing difficulties and obstacles, and coordinating with relevant departments and agencies to develop plans for timely resolution.

The Vice Chairman of the Provincial People's Committee requested that the city coordinate with the investor and construction unit to develop a land clearance plan and complete it before January 25, 2019. Compensation for land clearance must comply with legal regulations and protect the legitimate interests of the people. As soon as the land is available, the units should focus on construction to ensure progress by March 31, 2019, with half of the southern section of the road open and traffic fully open by May 30, 2019.

Vice Chairman of the Provincial People's Committee Huynh Thanh Dien requested relevant departments to focus on guiding and supporting Vinh City in resolving difficulties and obstacles, ensuring the land clearance work for the 72m road in Vinh City in the coming time.
