Striving to open 72m road in Vinh city before March 31, 2019

The project to build a road from National Highway 1A (Quan Bau intersection) to Xo Viet Nghe Tinh Avenue (Vinh City) reclaimed both residential and agricultural land from a total of 96 households (57 households in Nghi Phu commune, 39 households in Ha Huy Tap ward).

According to the Management Board of Urban Construction and Infrastructure Projects, although the Provincial People's Committee issued Document No. 84000/UBND-CN dated November 1, 2018 on accelerating the progress of the 72m road project through Nghi Phu commune, Vinh city, in which the Vinh City People's Committee was assigned to direct, have a plan to remove obstacles, strengthen propaganda and mobilization work to ensure the progress of handing over the site to open the southern section before November 15, 2018, handing over the entire site before December 30, 2018.

However, up to now, Vinh City People's Committee has not yet handed over the site to the investor according to the content of the directive document of the Provincial People's Committee.

On the side of Vinh City People's Committee, information: Up to now, 81/96 households have handed over the land, while 15 households (9 households with residential land recovered and 6 households with agricultural land recovered) in Nghi Phu commune have not yet cleared the land due to problems with compensation, support and resettlement plans, including 2 households with agricultural land recovered that have not approved the compensation and support plan; 9 households have approved the compensation and support plan but have not approved the resettlement plan and 4 households with agricultural land recovered have approved the plan and are completing the plan for compulsory land recovery.

The reason explained by the city is that in the process of resolving problems, there were 2 cases of agricultural land where compensation plans had not been approved and additional support was requested (in addition to the support of 255,000 VND/m²has been approved by the Provincial People's Committee). Regarding this issue, the city will complete the appraisal and approval procedures before January 20, 2019.

For 4 agricultural land plots of 4 households whose compensation and support plans for site clearance have been approved in Decision No. 9779/QD-UBND dated August 20, 2015, but the households have not agreed to receive money and site clearance, Vinh City will complete the procedures and organize enforcement before January 30, 2019.

Of the 9 households using residential land whose compensation and support plans have been approved, 3 households will not be given resettlement land but will only be compensated in cash because only a part of the area will be recovered, the remaining area is eligible for residence. In case these households do not hand over the land, enforcement will be carried out before February 28, 2019.

Regarding the issue of approving compensation plans for households that are still stuck, according to Mr. Nguyen Trung Long - Deputy Head of Price Management Department, Department of Finance, Vinh city needs to review the compensation plan established in 2015; in case households have requested to receive compensation but do not receive it, it cannot be adjusted.

After listening to the opinions of relevant departments, sectors and localities, concluding the working session, Vice Chairman of the Provincial People's Committee Huynh Thanh Dien criticized the Vinh City People's Committee in the site clearance work. The inspection showed that the site clearance progress of the 72m road project, the section from National Highway 1A (Quan Bau intersection) to Xo Viet Nghe Tinh Avenue was behind schedule despite the city's many commitments to the Provincial People's Committee.

The Vice Chairman of the Provincial People's Committee requested the City People's Committee to learn from experience and make adjustments to better implement. At the same time, focus on directing the entire political system to continue to propagate and mobilize people, review difficulties and obstacles, and coordinate with departments and branches to have timely solutions.

The Vice Chairman of the Provincial People's Committee requested the city to coordinate with the investor and construction unit to develop a land acquisition plan and complete it before January 25, 2019. The compensation for land acquisition must comply with the provisions of law and the legitimate interests of the people. As soon as the site is available, the units will focus on construction to ensure the progress of March 31, 2019, opening half of the southern route and opening to traffic on May 30, 2019.

Vice Chairman of the Provincial People's Committee Huynh Thanh Dien requested relevant sectors to focus on guiding and supporting Vinh city to remove difficulties and obstacles, ensuring the work of clearing the 72m road in Vinh city in the coming time.
