Speed up disbursement of basic construction capital, ensuring construction quality

Disbursement reached 50% of the plan
Reporting at the conference, Director of the Department of Planning and Investment Nguyen Van Do said: Although there are still many difficulties, with the strong direction of the Provincial People's Committee, the efforts of all levels in implementing the project to improve the Provincial Competitiveness Index (PCI), improve the investment and business environment, especially reforming administrative procedures, creating conditions to attract investment; at the same time, synchronously implementing socialization solutions, speeding up the progress of auctioning land use rights, preventing revenue loss, implementing cost savings, preventing loss in investment to create resources for investment and development.
The assigned public investment plan for 2019 is more than 3,038 billion VND, in the first 5 months of the year it reached more than 1,563 billion VND, reaching 51.45% of the plan; disbursement of 1,281 billion VND, reaching 42% - higher than the same period, in the top 14 provinces with high disbursement in the country (the average of the whole country is only disbursed 23.25% compared to the National Assembly's assignment). It is estimated that in the first 6 months of the year, the volume of basic construction works in Nghe An reached 57.7%, disbursement reached 50% of the plan.

There are 2 sources of disbursement that are quite good and have increased much compared to the same period: the local budget source according to the scoring criteria is nearly 50% (the same period in 2018 is nearly 34%); the source of the national target program for new rural construction is more than 49% (the capital allocation was completed in the same period in 2018 until June).
There are 9 districts with good disbursement rates (over 50%): Dien Chau 80.2%, Quynh Luu 73.78%, Nghi Loc 68.46%, Thanh Chuong 66.86%; Yen Thanh, Thai Hoa, Tan Ky, Hung Nguyen, Cua Lo. The sectors with good disbursement rates are Transport (over 55%); Department of Agriculture and Rural Development 52.53%.
In 2019, up to this point, 46 new projects have been granted with a total registered investment capital of more than VND 5,858 billion.
However, some capital sources have not yet been assigned plans for implementation. The disbursement progress of some capital sources and projects is still slow.
Speaking at the conference, some delegates shared some of the reasons for the slow disbursement. According to investors, the reason is that many new projects and packages are implementing bidding procedures, which takes a long time. Some projects have to adjust the project, change the investment scale, and location. Some projects have to carry out compensation for site clearance or are stuck with compensation for site clearance...
Chairman of the People's Committee of Tuong Duong district, Phan Duc Son, said: In 2019, the total investment in the area was 163 billion VND, disbursement reached nearly 24%. Mr. Son suggested: Tuong Duong has 103 households affected by flood discharge last year and are now living temporarily. Currently, the district is implementing 3 resettlement projects in Luong Minh and Yen Na communes, but the capital is only 3/25 billion VND, requesting the province to continue creating favorable conditions.

Need to develop specific disbursement scenarios
In his concluding remarks at the conference, Chairman of the Provincial People's Committee Thai Thanh Quy highly appreciated the results of disbursement of capital construction in the first 6 months of the year, and acknowledged the efforts of departments, branches and localities in capital construction investment.
However, some capital sources and localities have low disbursement rates. Compensation for site clearance is difficult and needs to be overcome. The target set for 2019 is to achieve a disbursement progress of 96-100%. To speed up the progress, it is recommended to review the entire project to have a solution for direction.

In the coming time, it is necessary to focus on site clearance, especially on key projects that are stuck in site clearance. Strengthen supervision of disbursement progress; establish inter-sectoral delegations and working groups; resolve any slow-down steps. Some sectors and districts with slow disbursement or high planning targets need to develop specific monthly and quarterly disbursement scenarios for implementation.
All levels and sectors direct investors and project management boards to continue strictly implementing Resolution 70 of the Government on tasks and solutions to accelerate the progress of implementation and disbursement of public investment capital plans. At the same time, accelerate the progress of key projects, strengthen the appraisal of investment projects and bidding work; have solutions to handle outstanding debts in basic construction arising after December 31, 2014 in accordance with the provisions of the Law on Public Investment. Assign the Department of Planning and Investment to review the projects at the end of September, for projects with slow implementation and slow disbursement, report to the Provincial People's Committee to transfer capital to other projects.
