Nghe An needs to study solutions to prevent the recurrence of poverty and the emergence of new poverty.
(Baonghean.vn) - This was the opinion of Colonel Nguyen Xuan Phuc - Deputy Director of the Economic Department, Ministry of National Defense, and head of the working group of the Central Steering Committee for National Target Programs on Building New Rural Areas, during his visit to Nghe An.
On the morning of July 31st, a delegation from the Central Steering Committee for National Target Programs on New Rural Development (NRD) for the period 2016-2020, led by Colonel Nguyen Xuan Phuc - Deputy Director of the Economic Department, Ministry of National Defense, worked with the People's Committee of Nghe An province to reassess the situation of NRD construction in the province.
Working with the delegation, the Nghe An side was represented by Mr. Dinh Viet Hong - Vice Chairman of the Provincial People's Committee.

Nghe An province has 226 out of 431 communes that have met all 19 criteria for New Rural Development.
Implementing the National Target Program for building new rural areas, in the first six months of 2019, Nghe An province mobilized over 2,027 billion VND, bringing the cumulative total mobilized capital from 2011 to over 32,870 billion VND. The entire province has 226 out of 431 communes meeting all 19 criteria for new rural areas, of which 218 communes have been officially recognized by the Provincial People's Committee as achieving the new rural area standard; the average number of criteria met per commune in the province is 15.64; and 3 district-level units have been recognized by the Prime Minister as having completed the construction of new rural areas.
Along with other criteria, Nghe An province is highly rated for its income criteria. To date, 330 out of 431 communes in the province have met the income criteria, and 352 out of 431 communes have met the criteria for production organization. Combined with the effective implementation of the National Target Program for Sustainable Poverty Reduction, 315 out of 431 communes have met the criteria for poor households, and 395 out of 431 communes have met the criteria for employed laborers.
The province has supported infrastructure development in poor districts with 228.332 million VND, allocating 158.923 million VND to four poor districts (Kỳ Sơn, Tương Dương, Quế Phong, and Quỳ Châu) to implement 14 construction projects; and supported infrastructure development in particularly disadvantaged coastal communes with 16.556 billion VND;…

Combating the recurrence of poverty and the emergence of new poverty.
Besides commending the province's efforts, especially those of the people and the government, in building new rural areas and developing new rural communities in difficult regions and resettlement zones, Colonel Nguyen Xuan Phuc also requested Nghe An to reassess the results and reasons for achievement, update complete and accurate data to supplement the plan for summarizing 10 years of implementing the National Target Program for building new rural areas; and to compile the remaining problems and obstacles hindering the process of building new rural areas in the province during the 2016-2020 period in order to take corrective measures and propose solutions for the next phase.

The province needs to supplement support solutions for the 61 communes that have only met fewer than 10 criteria; expedite the disbursement of development investment funds to ensure construction progress; and add some content regarding indicators to improve the quality of life for the people, such as environmental sanitation and food safety.
In particular, Nghe An needs to focus on reviewing and re-evaluating the entire system of poverty reduction policies that have been implemented to propose adjustments, amendments, or even abolition if they are unsuitable. It should research and develop solutions to prevent re-poverty and the emergence of new poverty, encourage the proactive efforts of the poor, shift to conditional and matching support, and even allow for recovery to continue supporting other groups to escape poverty.

Regarding the province's proposals, the working group provided answers and committed to coordinating with and submitting them to the central government for appropriate and lawful resolution.
