Nghe An needs to research solutions to prevent re-poverty and new poverty.

On the morning of July 31, the working delegation of the Central Steering Committee for the National Target Program on New Rural Construction (NTM) for the period 2016 - 2020, led by Colonel Nguyen Xuan Phuc - Deputy Director of the Department of Economics, Ministry of National Defense, worked with the People's Committee of Nghe An province to re-evaluate the situation of NTM construction in the province.

Nghe An has 226/431 communes meeting 19/19 new rural criteria.

Implementing the National Target Program on New Rural Construction, in the first 6 months of 2019, Nghe An mobilized more than 2,027 billion VND, accumulated from 2011 to present, the total mobilized capital reached more than 32,870 billion VND. The whole province has 226/431 communes meeting 19/19 new rural criteria, of which 218 communes were recognized by the Provincial People's Committee as meeting new rural standards; the average criteria for the whole province is 15.64 criteria/commune; 3 district-level units were recognized by the Prime Minister for completing new rural construction.

Along with other contents, Nghe An is highly appreciated for the income criteria. Up to now, the whole province has 330/431 communes meeting the income criteria, 352/431 communes meeting the production organization criteria. Along with the effective implementation of the National Target Program on Sustainable Poverty Reduction, up to now, 315/431 communes have met the criteria for poor households, 395/431 communes have met the criteria for employed workers.

The province has supported investment in infrastructure construction for poor districts with 228,332 million VND, allocated 158,923 million VND to 4 poor districts of Ky Son, Tuong Duong, Que Phong and Quy Chau to invest in construction of 14 projects; supported investment in infrastructure for especially difficult communes in coastal areas with 16 billion 556 million VND;...

Preventing re-poverty and new poverty

Besides appreciating the efforts of the province, especially the efforts of the people and the government in creating life, building new rural areas in difficult areas and resettlement areas, Colonel Nguyen Xuan Phuc also requested Nghe An to re-evaluate the results and causes of achievements, update full and accurate data to supplement the plan to summarize 10 years of implementing the National Target Program on New Rural Construction; summarize the remaining problems, hindering the process of building new rural areas in the area in the period of 2016 - 2020 to have remedial measures, propose solutions in the next period.

The province needs to add solutions to support 61 new communes that meet less than 10 criteria; promptly disburse development investment capital to ensure construction progress; and add some contents on indicators to improve people's quality of life such as environmental sanitation and food safety.

In particular, Nghe An needs to focus on reviewing and re-evaluating the entire poverty reduction policy system that has been implemented to propose adjustments, amendments, or even abolishment if they are not appropriate. Research and have solutions to prevent re-poverty and new poverty, encourage the initiative and rise of the poor, switch to conditional and reciprocal support, and even have a recovery to continue supporting other subjects to escape poverty.

Regarding the province's recommendations, the working group has responded and committed to coordinate and submit them to the Central Government for appropriate and correct resolution.
