Nghe An discusses plan to handle 141 surplus public vehicles

(Baonghean.vn) - According to Decree 04/2019 of the Government, Nghe An currently has 141 surplus public vehicles, which need to be rearranged to use public vehicles according to job title standards, avoiding waste.

On the morning of July 31, the Provincial People's Committee held a working session to listen to and give opinions on the plan to rearrange and handle cars of agencies, organizations, units, and project management boards under the management of the locality in the province. Comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Vice Chairman of the People's Committee chaired the meeting.

Attending the meeting were representatives of the Economic - Budget Committee, Provincial People's Council; leaders of departments, branches and People's Committees of related districts, cities and towns.

According to the Department of Finance's data report, through the review of agencies and units in the province, the total number of existing cars is 599, of which 4 are for official use, 260 are for general use, 335 are for specialized use, and the number of cars exceeding the standard is 141. Based on the standards and norms stipulated in Decree 04/2019/ND-CP dated January 11, 2019 of the Government, the above excess cars will be revoked by the Government.

Therefore, the Department of Finance proposed that the Provincial People's Committee consider and decide on a plan to rearrange and handle cars according to two options.

Option 1Regarding cars for general work, for units with excess cars compared to the prescribed standards and norms, the Provincial People's Committee is requested to withdraw and consider transferring them to units with a shortage of cars compared to the prescribed standards and norms that need to use them. After transferring the remaining surplus cars, it is requested to auction them and pay the money to the State budget.

For units under or directly under the Provincial Party Committee Office, the People's Council Office, the Provincial Office, the People's Committee, departments, branches, and equivalent organizations, and district-level units with titles that have standards for using cars but are not equipped with cars for general work, they must allocate a budget for car use or hire a car service when going on business trips.

Option 2, recall all existing cars of units in the province, under the scope of management, to auction to pay to the State budget and implement the car usage fee allocation.

At the meeting, delegates discussed and proposed a plan to maintain the number of shared vehicles and specialized vehicles for general work. For units that are not equipped with cars for general work, if they have a position with a standard for using a car, they will be required to pay for the use of a car or hire a car service when going on business trips.

Concluding the meeting, comrade Le Hong Vinh - Vice Chairman of the Provincial People's Committee directed: Arrange cars for positions with standards for using cars when traveling on business, according to the principle of not establishing new ones, not increasing the local payroll. Assign the Department of Finance to coordinate with relevant agencies to develop a project for the Provincial People's Committee to consider and decide.

In particular, Nghe An currently has 141 surplus public vehicles. The current solution is to ask the relevant authorities to convert surplus vehicles into specialized vehicles to serve departments, sectors and localities, and use them until the end of their depreciation period. Because if the vehicles are recalled, Nghe An will have great difficulties for departments and localities in directing work, production activities and socio-economic development. Especially, rescue, disaster prevention and control work requires cars, and it is impossible to rent service vehicles. The Provincial People's Committee assigned the Department of Finance to specifically review and report to the Provincial Party Committee Standing Committee to submit to the Government for consideration.
