(Baonghean.vn) - According to Government Decree 04/2019, Nghe An currently has an excess of 141 official vehicles, which need to be reorganized to ensure proper use according to job titles and avoid waste.

On the morning of July 31st, the Provincial People's Committee held a working session to hear and give opinions on the plan for rearranging and handling automobiles of agencies, organizations, units, and project management boards under the local administration's purview within the province. Comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee - chaired the meeting.

Attending the meeting were representatives from the Economic and Budget Committee of the Provincial People's Council; leaders of relevant departments, agencies, and the People's Committees of districts, cities, and towns.

According to data reported by the Department of Finance, a review by agencies and units in the province shows that the total number of vehicles currently in existence is 599, including 4 vehicles for official use, 260 vehicles for general work, and 335 specialized vehicles. The number of vehicles exceeding the prescribed standard is 141. Based on the standards and norms stipulated in Government Decree 04/2019/ND-CP dated January 11, 2019, these excess vehicles will be reclaimed by the Government.

Therefore, the Department of Finance proposes that the Provincial People's Committee consider and decide on two options for rearranging and disposing of the automobiles.

Option 1Regarding vehicles for general use, for units with surplus vehicles exceeding the prescribed standards and quotas, it is proposed that the Provincial People's Committee reclaim the vehicles and consider transferring them to units that are short of vehicles compared to the prescribed standards and quotas and have a need for them. After transferring the surplus vehicles, it is proposed that any remaining vehicles be auctioned off and the proceeds deposited into the State budget.

For units under or directly affiliated with the Provincial Party Committee Office, the Provincial People's Council Office, the Provincial People's Committee Office, departments, agencies, and equivalent organizations, and district-level units with positions that have the standard for using automobiles but are not equipped with automobiles for general work purposes, the use of automobiles shall be allocated on a lump-sum basis, or automobile services shall be hired for business trips.

Option 2, recall all existing vehicles of units within the province, under its management, to be auctioned off and the proceeds deposited into the State budget, and implement a system of fixed allowances for vehicle usage.

At the meeting, delegates discussed a proposal to maintain the current number of general and specialized vehicles for general work purposes. For units not equipped with vehicles for general work, if there are positions with entitlements to vehicle use, then a fixed allowance for vehicle use or car rental services should be implemented for business trips.

Concluding the meeting, Comrade Le Hong Vinh - Vice Chairman of the Provincial People's Committee directed: Vehicles should be allocated to officials who meet the criteria for using automobiles when on official business, based on the principle of not creating new organizations and not increasing the local staffing levels. The Department of Finance is tasked with coordinating with relevant agencies to develop a proposal for the Provincial People's Committee to consider and decide upon.

Specifically, Nghe An currently has 141 surplus official vehicles. The current solution is to request relevant authorities to convert these surplus vehicles into specialized vehicles to serve departments, agencies, and localities, for use until their depreciation period ends. If these vehicles are recalled, Nghe An will face significant difficulties for departments and localities in directing work and promoting socio-economic development. This is especially crucial for rescue, relief, and disaster prevention efforts, which require vehicles and cannot rely on rented service vehicles. The Provincial People's Committee has instructed the Department of Finance to conduct a thorough review and submit a report to the Provincial Party Standing Committee for presentation to the Government for consideration.
