Nghe An approves plan for restructuring press agencies.

On the afternoon of March 24th, under the chairmanship of Comrade Nguyen Duc Trung – Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, the Nghe An Provincial People's Committee held its regular monthly meeting for March 2020 to hear and give opinions on a number of important contents, projects, and draft resolutions.

Currently, there are 7 media outlets in Nghe An province: Nghe An Newspaper, Nghe An Provincial Radio and Television Station, Nghe An Police Newspaper, Nghe An Labor Newspaper, Culture Magazine, Song Lam Magazine, and Science and Technology Magazine.

According to the draft plan of the Nghe An Provincial People's Committee on the restructuring of press agencies in Nghe An province by 2025, three press agencies will remain unchanged and will not be restructured: Nghe An Newspaper (under the Provincial Party Committee); Nghe An Radio and Television Station (under the Provincial People's Committee); and Song Lam Magazine (under the Provincial Union of Literature and Arts Associations).

The implementation of the operational plan is carried out in accordance with the 2016 Press Law and Decision 362, linked to the recruitment of personnel from press agencies subject to restructuring when mergers are decided by competent authorities. Simultaneously, a roadmap for financial autonomy is being developed in accordance with the directives and guidance of the Central Government and the province.

Regarding the four media outlets subject to restructuring: Nghe An Police Newspaper, to be implemented according to Decision 362. Specifically: "The Ministry of Public Security shall complete the restructuring of the Police newspapers of 5 provinces and centrally-administered cities into publications of the People's Police Newspaper in 2020." Nghe An Police Department shall report to the Ministry of Public Security to implement the directives of the Ministry of Public Security.

The proposal outlines the following solutions: Dissolve the Nghe An Science and Technology Journal under the Department of Science and Technology. Submit a request to the Ministry of Information and Communications to revoke its press operating license before June 30, 2020. Transform it into a Special Publication under the Department of Science and Technology, with the Center for Science, Technology and Informatics – under the Department – ​​continuing to be responsible for its publication;

The Nghe An Labor Newspaper, under the Nghe An Provincial Federation of Labor, is dissolved. A request is submitted to the Ministry of Information and Communications to revoke its press operating license and merge it with the Nghe An Newspaper to continue its operation.

The Nghe An Culture Magazine, under the Department of Culture and Sports, is dissolved. A request is submitted to the Ministry of Information and Communications to revoke its press operating license and merge it with the Song Lam Magazine to continue its operations.

Concluding this discussion, Chairman of the Provincial People's Committee Nguyen Duc Trung emphasized: The restructuring of the province's press agencies is linked to the innovation of organizational models, improving the effectiveness of leadership and management of the press; enhancing the quality of information, better fulfilling the task of political propaganda, and increasingly meeting the information needs of the people.

Agreeing with the proposed restructuring plan, Chairman of the Provincial People's Committee Nguyen Duc Trung suggested that, after the restructuring, the provincial press agencies should be developed to truly be the core in providing information, playing a role in guiding public opinion and ensuring the province's information mission.

Many projects and contents were unanimously approved.

At this afternoon's meeting, Chairman of the Provincial People's Committee Nguyen Duc Trung agreed to implement the project for the Martyrs' Memorial Temple of Nghe An province in the Dung Quyet mountain area, Trung Do ward, Vinh city.

The Chairman of the Provincial People's Committee instructed the Department of Labor, War Invalids and Social Affairs to incorporate the feedback; review the resources and investment scale, and finalize the dossier for submission to the Provincial Party Standing Committee at the next meeting... The Department of Planning and Investment is tasked with advising on funding sources and investment procedures to expedite project implementation.

Also in this afternoon's session, the Provincial People's Committee unanimously agreed to issue the Project "Innovation and improvement of the quality of population communication in Nghe An province in the period 2020 - 2025"; and the draft Resolution to be submitted to the Provincial People's Council on mechanisms to encourage and support organizations and individuals in applying scientific and technological advancements in Nghe An province.

The meeting also approved the Draft Decision promulgating the Regulations on Coordination of State Management of Multi-Level Marketing Business Activities in Nghe An Province.

The Provincial People's Committee also agreed to issue regulations on coordinating the resolution of certain procedures for land registration, registration of assets attached to land, and issuance of certificates of land use rights, ownership of houses and other assets attached to land for households and individuals in Nghe An province.
