The Provincial Party Secretary held a regular monthly meeting with citizens in May.

(Baonghean.vn) - On the morning of May 5th, Comrade Thai Thanh Quy - Alternate Member of the Central Committee of the Party, Secretary of the Nghe An Provincial Party Committee - held his regular monthly citizen reception session for May 2020.

The Provincial Party Secretary received two groups of citizens from Hung Nguyen district. Among them, Mr. Nguyen Huu Truong, from Hamlet 4, Hung Xuan commune, requested the handling and resolution of the encroachment by households on the common road in Hamlet 4, Hung Xuan commune, and the restoration of the road according to the original map (Map 299/TTg). He also reported that in 2017, Mr. Nguyen Xuan Lieu rebuilt his fence, further encroaching on the common road compared to the 2012 survey map.

After listening to citizens' opinions, the leaders of Hung Nguyen district, the Department of Natural Resources and Environment, and the Provincial Party Secretary Thai Thanh Quy concluded on the course of action. First, Hung Nguyen district was criticized for its遅延 in implementing the tasks assigned by the province and for its unclear handling plan.

Regarding this matter, the citizen was received by the Provincial Party Secretary in April 2019. On September 30, 2019, the Provincial People's Committee issued a document assigning the Hung Nguyen District People's Committee to establish an inspection team to verify and clarify the two aforementioned issues. On February 4, 2020, the Hung Nguyen District People's Committee issued a Decision to establish an inspection team to investigate Mr. Nguyen Huu Truong's petition. However, to date, the citizen has not received the resolution from the District People's Committee.

To resolve the matter thoroughly and convincingly, the Provincial Party Secretary requested that Hung Nguyen district carry out the tasks assigned by the province and report to the province by the end of May 2020 with the spirit and motto of being fair, impartial, responsible, working closely and specifically, without concealment, without circumventing the law, without applying impractical principles, without favoritism; going straight to the essence of the problem, understanding the core issue and using that understanding to resolve the matter.

The Provincial Party Secretary instructed the Department of Natural Resources and Environment to closely monitor the case until its conclusion and submit a report on the handling of the matter by the end of May 2020. After that, if the case remains unresolved, the province will form a task force to investigate.

In addition, during the handling of the case, the Department needs to provide further support to Hung Nguyen district in terms of expertise, methods, and approaches to the issue in order to uncover the true nature of the case and provide citizens with serious, appropriate, and accurate answers.

The Provincial Party Secretary also met with Ms. Nguyen Thi Mao, from Hamlet 2, Hung Phuc Commune, Hung Nguyen District, regarding her request to resolve the issue of benefits for resistance fighters who were exposed to chemical toxins.

After multiple examinations, the Medical Examination Council of Nghe An province concluded that she does not suffer from any of the diseases, deformities, or birth defects related to exposure to chemical toxins.

Regarding this matter, the Provincial Party Secretary acknowledged Hung Nguyen district's implementation of policies for Ms. Nguyen Thi Mao and her family, such as allocating land for house construction and providing assistance for house repairs.

Sharing her own circumstances—her husband being a war invalid, her children suffering from illnesses, and her two brothers being martyrs—Comrade Thai Thanh Quy clearly analyzed the objectivity and regulations governing the assessment process in the province, while also listening to her further aspirations.

Based on that, the Provincial Party Secretary requested Hung Nguyen district and relevant departments to take concrete action with utmost responsibility.

Specifically, the People's Committee of Hung Nguyen District should consider the fact that Ms. Mao's child is involved in guiding the process of preparing the necessary documents and procedures for the competent authority to thoroughly examine whether she was exposed to chemical toxins.

Regarding concerns about the assessment, since Ms. Mão did not wish to have the assessment reassessed at the central level, Hung Nguyen district needs to review all the documents and procedures, and guide Ms. Nguyen Thi Mão to have the assessment reassessed at the provincial level once again in a comprehensive manner; at the same time, consider and pay more attention to the work of showing gratitude to her family.

After Hung Nguyen district completes its review and submits the proposal to the provincial level, the Department of Health and the Department of Labor, War Invalids and Social Affairs need to coordinate to conduct a comprehensive re-evaluation of Ms. Nguyen Thi Mao's case with utmost responsibility; while also engaging in discussions to ensure she understands the situation.

Regarding another request from Ms. Nguyen Thi Mao for assistance in locating the grave of her brother, a fallen soldier whose family says he is currently resting in Trieu Phong district, Quang Tri province, the Provincial Party Secretary assigned the Department of Labor, War Invalids and Social Affairs to take the lead, in coordination with the People's Committee of Hung Nguyen district, to carry out the task.
