Provincial Party Secretary periodically receives citizens in May

The Provincial Party Secretary received 2 citizens of Hung Nguyen district. Among them, Mr. Nguyen Huu Truong, hamlet 4, Hung Xuan commune proposed to handle and resolve the issue of households encroaching on the common road of hamlet 4, Hung Xuan commune, returning the road according to the original file of Map 299/TTg; at the same time, he reported that in 2017, Mr. Nguyen Xuan Lieu rebuilt the fence, continuing to encroach on the common road compared to the 2012 Survey Map.

After listening to the opinions of citizens, leaders of Hung Nguyen district, Department of Natural Resources and Environment, Provincial Party Secretary Thai Thanh Quy clearly concluded the direction of handling. First of all, he criticized Hung Nguyen district for being slow in carrying out the tasks assigned by the province, and the handling plan was not clear.

Because of this content, the citizen was received by the Provincial Party Secretary in April 2019. On September 30, 2019, the Provincial People's Committee issued a document assigning the Hung Nguyen District People's Committee to establish an Inspection Team to verify and clarify the above two contents. On February 4, 2020, the Hung Nguyen District People's Committee issued a Decision to establish an Inspection Team to examine the petition of Mr. Nguyen Huu Truong. However, to date, the citizen has not received the resolution results from the District People's Committee.

To resolve the case thoroughly and convincingly, the Provincial Party Secretary requested that Hung Nguyen district must carry out the tasks assigned by the province and report to the province by the end of May 2020 with the spirit and motto of being impartial, impartial, responsible, working closely, specifically, without being dishonest, without circumventing the law, without applying unrealistically, without bias; going straight to the essence of the problem, understanding the essence of the problem and based on that to resolve the case.

The Provincial Party Secretary assigned the Department of Natural Resources and Environment to follow up on the above case until the end of May 2020 and to have a report on the handling results by the end of May 2020. After that, if the case is still not resolved satisfactorily, the province will establish a team to investigate.

Besides, in the process of handling the case, the Department needs to provide further support to Hung Nguyen district in terms of expertise, methods, and approaches to the problem to find out the nature of the case in order to respond to citizens seriously, to the right person, to the right job, and to the right nature.

The Provincial Party Secretary also received Ms. Nguyen Thi Mao, Hamlet 2, Hung Phuc Commune, Hung Nguyen District regarding her petition to resolve the regime for resistance fighters infected with toxic chemicals.

Through many assessments, according to the conclusion of the Nghe An Provincial Medical Assessment Council, she did not have any diseases on the List of diseases, deformities, and disabilities related to exposure to toxic chemicals.

Regarding this content, the Provincial Party Secretary acknowledged Hung Nguyen district in implementing policies for Ms. Nguyen Thi Mao and her family such as: granting land to build a house, supporting house repairs...

Sharing the situation with the woman whose husband is a war invalid, whose children are sick and whose two brothers are martyrs, comrade Thai Thanh Quy clearly analyzed the objectivity, based on the regulations in the appraisal work in the province; at the same time, listened to her wishes.

On that basis, the Provincial Party Secretary requested Hung Nguyen district and relevant departments to take specific action with a spirit of utmost responsibility.

In particular, the People's Committee of Hung Nguyen district considered the factor through Ms. Mao's child to guide the preparation of documents and procedures so that competent authorities could thoroughly consider whether there was any chemical contamination.

Regarding the concern about the appraisal, because Ms. Mao does not wish to be re-appraised at the central level, Hung Nguyen district needs to grasp all the documents and procedures, and guide Ms. Nguyen Thi Mao to have her re-appraisal at the province again in a very comprehensive manner; at the same time, consider and pay more attention to the work of gratitude to her family.

After Hung Nguyen district completes the review and proposal to the provincial level, the Department of Health and the Department of Labor, War Invalids and Social Affairs need to coordinate to re-evaluate the overall assessment for Ms. Nguyen Thi Mao with the utmost responsibility; at the same time, discuss so that she understands.

Regarding another request by Ms. Nguyen Thi Mao about helping to find the grave of her brother, a martyr, who according to the family is currently resting in Trieu Phong district, Quang Tri, the Provincial Party Secretary assigned the Department of Labor - Invalids and Social Affairs to preside over, together with the People's Committee of Hung Nguyen district to implement.
