Exposing the scam of securing jobs at hospitals in Nghe An.
(Baonghean.vn) - Claiming to have connections with leaders of major hospitals in Nghe An, Tran Ngoc Tuyen and Le Thi Tuyet received applications from many medical students, collecting billions of VND to secure jobs for them.
Many people were scammed.
Recently, the Vinh City Police have been receiving numerous reports from victims alleging that Tran Ngoc Tuyen (born in 1959) and Le Thi Tuyet (born in 1979), both residing in Nghi Kim commune, Vinh City (Nghe An province), defrauded them by promising to secure jobs at hospitals in Nghe An. According to the reports, Tran Ngoc Tuyen and Le Thi Tuyet received hundreds of millions of VND from the victims, but over the years, they failed to secure employment. When the victims demanded their money back, the suspects refused to return it, making numerous promises and causing widespread frustration.

A typical case is that of Ms. N.TQA (born in 1997), residing in Block 4, Anh Son town, Anh Son district. In 2018, her family gave 150 million VND to Mr. Tuyen to help her secure a job. However, since then, she has not been able to get the job, and despite repeated requests for a refund, Mr. Tuyen and Ms. Tuyet have refused to return the money. Outraged by these broken promises, Ms. A.'s family filed a complaint with the authorities, accusing the two individuals of wrongdoing.

Upon receiving reports about the suspects' behavior and tactics, and determining the seriousness of the case, the General Investigation Team of the Vinh City Police quickly launched an investigation. Through verification, the police clarified that: With sweet and persuasive words, Tuyen and Tuyet had promised many families whose children had recently graduated from medical school that they would find jobs.
Furthermore, taking advantage of their families owning medical clinics (Tuyen practices traditional medicine, Tuyet's family owns a private clinic - PV), the two suspects boasted about their close relationships with many hospital and medical leaders in Nghe An province. This further convinced many people, who readily handed over money and asked for their help in finding jobs. However, after waiting for a long time without seeing any results, many realized they had been scammed and filed complaints with the police.
Following an investigation and gathering of evidence, the Criminal Investigation Department of Vinh City Police established a special case to investigate and clarify the activities of a scam ring that defrauded people by promising jobs at hospitals in Nghe An province.
The "master scammers"revealed
Through the investigation process, the individuals involved in the job-seeking scam were gradually revealed. After clearly identifying the role of each individual, the Criminal Investigation Department of the Vinh City Police arrested Tran Ngoc Tuyen for further investigation.
Based on Tran Ngoc Tuyen's testimony and the investigation, the police clarified that from 2017 to 2019, using the tactic of approaching newly graduated university students seeking jobs at state hospitals and medical centers in the province, Tran Ngoc Tuyen and Le Thi Tuyet deceived them into giving them money and job application documents to embezzle their assets. They claimed to have connections with many hospital leaders and the ability to secure jobs or permanent positions at Nghe An Friendship General Hospital and the Provincial Obstetrics and Pediatrics Hospital for a fee ranging from 200 million to 300 million VND.
The perpetrators did not require the victims to pay a deposit upfront, but only accepted their documents first. To "tie them down" and force them to continue, preventing them from finding work elsewhere, the perpetrators required them to submit their original university diplomas. After 1-2 weeks, Tuyen and Tuyet showed the victims a list of applicants for the hospital, which included the victim's name (which they had forged), and demanded a deposit from them.
Next, to gain the victims' trust, Le Thi Tuyet forged admission decisions and, in collusion with Tran Ngoc Tuyen, arranged for the victims to meet Tuyet at Tuyen's house to see these decisions, but without allowing them to make copies. Afterward, the perpetrators urged the victims to pay the agreed-upon amount to receive the decisions. When the victims contacted the hospital to check the results but did not find their names on the list of admitted students, Tuyet claimed it was an "internal allocation" not published on the hospital's website.
Using such sophisticated methods, the two suspects defrauded numerous victims of an initial estimated 2.8 billion VND. In each case, Tuyen received between 200 and 300 million VND from the victims and agreed to transfer 150 to 250 million VND to Tuyet, keeping 50 million VND for himself.
After consolidating the case file and documents, the Criminal Investigation Agency of Vinh City Police Department has initiated legal proceedings and temporarily detained Tran Ngoc Tuyen on charges of "Fraudulent appropriation of property." Simultaneously, they are expanding the investigation to clarify the actions of Le Thi Tuyet.
On June 2, 2020, the Criminal Investigation Agency of Vinh City Police arrested and detained Le Thi Tuyet for investigation purposes. They also searched her residence, seizing over 130 documents related to her fraudulent activities, 3 mobile phones, a savings passbook with $70,000 USD, and several other bank accounts.
Specifically, to avoid police investigation, during the process of receiving money from the victims as well as from her accomplice (Tran Ngoc Tuyen - PV), Le Thi Tuyet did not write receipts but only loan agreements.
This is a large-scale job placement scam targeting hospitals in Nghe An province. Many victims in this scheme are from disadvantaged families whose children are unemployed and hoping to find stable jobs soon.
To date, the investigating agency has only identified 8 victims with a total amount of 2.8 billion VND embezzled, while more than 130 documents seized from Le Thi Tuyet's house show that the amount embezzled reached billions of VND.
Therefore, the Vinh City Police Department is requesting that any families or individuals who have given money to Tran Ngoc Tuyen and Le Thi Tuyet to help them secure jobs should promptly report to the Criminal Investigation Department of the Vinh City Police (through investigator Vu Duy Thang, Tel: 0913.948.889) to provide documents and evidence to assist in the investigation.
Currently, the case is being further investigated by the Criminal Investigation Agency of Vinh City Police, with the aim of consolidating the evidence and promptly prosecuting the suspects in accordance with the law.
