Exposing the fraudulent tricks of getting jobs at hospitals in Nghe An
(Baonghean.vn) - "No" has connections with leaders of major hospitals in Nghe An. Tran Ngoc Tuyen and Le Thi Tuyet received applications from many medical students, collecting billions of dong to get them jobs.
Many people were fooled
Recently, Vinh City Police have continuously received reports from victims that they were tricked by Tran Ngoc Tuyen (born in 1959) and Le Thi Tuyet (born in 1979), both residing in Nghi Kim Commune, Vinh City (Nghe An) into getting jobs at hospitals in Nghe An. According to the reports, Tran Ngoc Tuyen and Le Thi Tuyet received hundreds of millions of dong from the victims, but after many years they still could not find jobs. When people came to ask and demand their money back, the subjects did not pay and kept making promises after promises, making everyone angry.

A typical case is Ms. N.TQA (born in 1997) residing in Block 4, Anh Son Town, Anh Son District. In 2018, her family gave 150 million VND to Mr. Tuyen to "run" a job. However, since then, she has not been able to find a job and has repeatedly asked for her money back, but Mr. Tuyen and Ms. Tuyet have not paid. Angry at the above promise, Ms. A's family filed a complaint with the authorities denouncing the actions of the two subjects.

Having received reports on the subjects' behavior and tricks, and determined the seriousness of the incident, the Vinh City Police General Investigation Team quickly began investigating to clarify the matter. Through verification, the police agency clarified: With sweet, easy-to-listen words, Tuyen and Tuyet made promises to many families whose children had just graduated from medical school to get jobs.
Not only that, taking advantage of the fact that their families had a medical clinic (Tuyen practiced traditional medicine, Tuyet's family had a private clinic - PV), the two "bragged" subjects had close relationships with many hospital leaders and the medical industry in Nghe An, this made many people trust them more so they did not hesitate to give money and ask for help to get a job. However, after waiting for a long time without seeing results, many people realized that they had been scammed and simultaneously filed a complaint with the police.
After the investigation and collection of documents, the Vinh City Police Department has established a special project to fight and clarify the behavior of the job fraud ring in hospitals in Nghe An.
The "super scammers"reveal
During the investigation, the subjects in the job-running fraud ring were revealed one by one. After determining the role of each subject, the Vinh City Police Department arrested Tran Ngoc Tuyen to assist in the investigation.
From Tran Ngoc Tuyen's testimony and the investigation process, the police clarified: From 2017 to 2019, by approaching new university graduates who were looking for jobs at state hospitals and medical centers in the province, Tran Ngoc Tuyen and Le Thi Tuyet tricked them into receiving money and job applications to appropriate property by introducing themselves as having relationships with many hospital leaders, being able to apply for jobs, and running for positions at Nghe An General Hospital of Friendship, the Provincial Maternity and Pediatrics Hospital with a cost of 200 million to 300 million VND.
The subjects did not ask the victims to deposit money from the beginning, but only received the application documents in advance. To "tie them tight", forcing the victims to follow until the end and not be able to apply for jobs elsewhere, the subjects required them to submit their original university diplomas. After 1-2 weeks, Tuyen and Tuyet showed the victims a list of candidates for the hospital, including the victims' names, which they had forged, and asked them to pay a deposit.
Next, to gain the trust of the victims, Le Thi Tuyet forged the admission decisions and agreed with Tran Ngoc Tuyen to make an appointment for the victims to come to Tuyen's house to meet Tuyet and show these decisions and not allow the victims to make photocopies. After that, the subjects urged the victims to pay the agreed amount to receive the decisions. When the victims contacted the hospital to see the results but did not see their names on the admission list, Tuyet gave the reason that these were "internal quotas" not announced on the hospital's websites.
With such sophisticated tricks, the two subjects appropriated from many victims an amount initially determined to be 2.8 billion VND. In each case, Tuyen admitted from the victims from 200 - 300 million VND and agreed to transfer to Tuyet from 150 - 250 million VND, and he received 50 million VND.
After consolidating the records and documents, the Vinh City Police Investigation Agency prosecuted and temporarily detained Tran Ngoc Tuyen for the crime of "Fraudulent appropriation of property". At the same time, the investigation was expanded to clarify the behavior of Le Thi Tuyet.
On June 2, 2020, the Vinh City Police Department arrested and detained Le Thi Tuyet for investigation, and searched her home, seizing more than 130 documents related to Le Thi Tuyet's fraudulent appropriation of property, 3 mobile phones, 1 savings book of 70,000 USD and many other bank accounts.
In particular, to avoid police investigation, in the process of receiving money from the victims as well as from accomplices (Tran Ngoc Tuyen - PV), Le Thi Tuyet did not write a receipt but only wrote a loan note.
This is a large-scale hospital job scam in Nghe An province. Many of the victims in this ring are families with difficult circumstances, their children are unemployed and want to have stable jobs soon.
Up to this point, the Investigation Agency has only identified 8 victims with the amount of money embezzled being 2.8 billion VND, while more than 130 documents collected at Le Thi Tuyet's house show the amount of money embezzled amounting to billions of VND.
Therefore, Vinh City Police have been requesting that any families and individuals who have given money to Tran Ngoc Tuyen and Le Thi Tuyet to help them get a job should promptly report to Vinh City Police Investigation Agency (through investigator Vu Duy Thang, Tel: 0913.948.889) to provide documents and evidence to serve the investigation.
Currently, the Vinh City Police Department is expanding the investigation to clarify and consolidate the records, and soon handle the subjects according to the law.
