Expand and improve the quality of training.

During its term, the Party Committee of Vinh Medical University continued to implement Resolution No. 29-NQ/TW on "Fundamental and comprehensive reform of education and training to meet the requirements of industrialization and modernization in the context of a socialist-oriented market economy".

The Party Committee directed the departments and faculties to open 4 undergraduate training programs and 1 postgraduate program; ensuring that all textbooks and materials are fully provided to support teaching, learning, and scientific research for lecturers and students.

Over the past five years, the school has approved and put into use 28 textbooks and 12 reference materials. It has enhanced the effective application of information and communication technology in teaching, scientific research, management, and social services; developed and applied software in credit-based training; and ensured that all subjects have sufficient textbooks, detailed syllabi, lesson plans, and electronic lectures. Therefore, during the 2015-2020 term, the school's training scale has expanded and its quality has steadily improved.

Annual enrollment targets are met. Graduates possess sufficient competence, professional skills, and good moral character to fulfill their duties. The employment rate within one year of graduation is over 80%, especially in the medical field (general practitioners), where this rate is close to 100%.

In scientific research and international cooperation, the university has implemented many solutions to strengthen its scientific and technological potential, including human resources and facilities; innovate and improve the effectiveness of basic-level scientific research in order to serve the goal of improving the quality of training and the efficiency of the university's services, and encourage the university's teaching staff to participate in projects and joint training and scientific research programs outside the university.

Over the past five years, the school has completed 115 research projects and is currently implementing 19 projects at the institutional level; and carried out 5 projects at the provincial level. Six projects received awards at the Conference on Science and Technology for Young People in Vietnamese Medical and Pharmaceutical Universities; three projects won first, second, and third prizes at the Nghe An Science and Technology Innovation Award; and 240 articles were published in specialized journals, including 24 international and 208 domestic journals. The school maintains a quarterly newsletter and has organized 21 scientific conferences and seminars.

In addition, the collaboration between the university and hospitals in teaching and scientific research has been strengthened and made more substantive. The university has signed agreements with 12 provincial-level hospitals, 26 district-level and equivalent hospitals, and 1 central-level hospital to serve as practical training facilities for clinical practice and scientific research.

International cooperation has been a priority for the Party Committee, serving as a breakthrough in enhancing the professional skills of the university's lecturers and students. During the term, numerous exchange activities, learning opportunities, and experience sharing sessions were organized between the university's lecturers and students and three universities in the region and around the world. Programs for lecturer and student exchange were also implemented with several countries, including Finland, Japan, and Thailand.

During its term, the Party Committee has promoted the leadership of innovation in the methods of testing and evaluating examination work and ensuring the quality of education, focusing on improving students' teamwork, independent work, and presentation skills; and recognizing graduates based on ensuring all criteria such as: professional knowledge, practical skills, foreign language proficiency, computer skills; discipline and professional ethics...

Over the past five years, 70 sets of multiple-choice test questions have been developed and put into use. The organization of exams and assessments has been carried out in accordance with regulations, ensuring objectivity and fairness. The school's Party Committee has issued a specialized resolution on ensuring educational quality, focusing on directing the development and implementation of a self-assessment plan for educational quality according to the new set of criteria (stipulated in Circular No. 12/2017/TT-BGDĐT). To date, the list of supporting evidence has been established and coded, feedback on the standards reports of various groups has been organized, and a Quality Handbook has been issued...

In 2018, Vinh University of Medicine and Pharmacy Hospital was established by upgrading the university's multi-specialty clinic, with an initial capacity of 50 beds, to better meet the growing needs of healthcare, protection, and improvement of the people's health.

Furthermore, the hospital also serves to better support teaching, learning, and training in communication skills for staff, lecturers, and students; and at the same time, it provides a foundation for training, scientific research, and the application and deployment of new medical techniques...

The work of educating students on political ideology, ethics, lifestyle, and implementing policies and regulations is an important part of the school's training program and objectives. The school's Party Committee has directed the development and promulgation of the Code of Conduct for students; reformed the work of homeroom teachers and organized the civic education week effectively so that students understand the rules and regulations of study and are aware of their rights and obligations as students.

The organization effectively manages and educates students, fostering healthy study and living habits; it also manages resident students well, maintaining a system of on-duty supervision in dormitories; staff regularly inspect and monitor student activities, and closely coordinate with the police and local authorities in managing and educating off-campus students.

The evaluation and ranking of students are conducted seriously and objectively. The Party Committee has directed the effective implementation of activities aimed at guiding, advising, supporting, and introducing job opportunities for students during their studies and after graduation.

Administrative reform has received special attention and leadership from the Party Committee, resulting in positive changes in various aspects. The university has effectively developed and implemented university management software alongside the teacher information portal software in its operations, facilitating information processing and exchange, and ensuring efficient handling of tasks. It also simplifies the management and storage of paper documents, reducing the amount of printed materials and communication between departments, demonstrating professionalism while saving on job positions. In particular, the university has issued regulations for monthly evaluation and ranking of staff and employees, linked to emulation campaigns. As a result, the sense of organizational discipline and work efficiency among staff and employees has been enhanced.

The Party Committee prioritizes Party building work in all three aspects: political, ideological, and organizational. The school's Party Committee provides comprehensive leadership in personnel work, from planning, recruitment, training, appointment, job placement, management, and evaluation of cadres.

During its term, the Party Committee of the school issued a thematic resolution on personnel work aimed at building a team of management staff and lecturers with sufficient political qualities, ethics, professional competence, diplomas, and certificates to meet the requirements of building and developing the school in the new phase.

The above results serve as an important foundation and driving force for the 2020-2025 term, enabling the Party Committee of the university to continue enhancing the leadership capacity and fighting strength of the Party organization, promoting the strength of the great unity of the entire university; building a team of cadres that is sufficient in quantity, ensures quality, and is balanced in structure; and resolutely building Vinh Medical University into a rapidly and sustainably developing institution, a center for training high-quality medical human resources, contributing to the successful implementation of Resolution 26 of the Politburo, making Nghe An a regional center in the North Central region in the fields of education and health.
