Many vacant office buildings in Vinh City are a waste of resources.

Mr. Hoang Minh Quan, Head of the Price and Public Assets Management Department of the Department of Finance, said: Agencies and units about to be merged are only focusing on personnel arrangements, while there is no clear plan for assets and headquarters. Experience from major cities like Hanoi and Ho Chi Minh City shows that after mergers or dissolution, the provincial People's Committee recovers public assets and hands them over to land development centers. Funds are used for compensation and site clearance, before the land is auctioned off, resulting in a significant revenue stream for the provincial budget. However, currently in Vinh City, some agencies have moved to new locations, but their old headquarters remain on prime real estate. In addition, in Vinh City, some government offices are illegally leasing out certain areas. One example is the Provincial Cultural and Information Center's headquarters located at the intersection of Nguyen Van Cu and Ho Tung Mau streets.

According to Article 7 of Decree No. 167/2017 on regulations for the arrangement and handling of public assets,The methods for handling houses and land during the relocation process are as follows:Retain for continued use; reclaim; transfer; sell assets on the land, transfer land use rights; change land use purpose; transfer to local authorities for management and handling; temporarily retain for continued use and finally, use the house and land to pay the investor when implementing the investment project in the form of a Build-Transfer contract...

*Article 4, Clause 2 - Government Decree 167/2017 on Regulations on the restructuring and handling of public assets:

2. The responsibilities for developing plans for rearranging and handling houses and land are stipulated as follows:

a) Ministries, ministerial-level agencies, government agencies, and other central agencies (hereinafter referred to as ministries and central agencies) shall develop plans for rearranging and handling the houses and land of agencies, organizations, units, and enterprises under their management;

b) The Provincial People's Committee shall assign the Department of Finance to take the lead in coordinating with departments, agencies, district-level People's Committees, and enterprises under the province to develop a plan for rearranging and handling the houses and land of agencies, organizations, units, and enterprises under the local management;

c) Provincial People's Committees that own houses and land in other localities shall develop plans for rearranging and handling houses and land of agencies, organizations, units, and enterprises under their management.

3. The plan for rearranging and handling houses and land shall be developed as a comprehensive plan for all houses and land facilities in each province and centrally-administered city, categorized by type: agencies, organizations, units; and enterprises.
If it is necessary to rearrange or process the situation before a comprehensive plan is developed, the competent authority specified in Clause 2 of this Article shall prepare a plan and report it to the competent authority or person specified in Article 6 of this Decree for consideration and decision.
