(Baonghean.vn) - On the morning of August 17, Chairman of the Provincial People's Committee Nguyen Duc Trung periodically received citizens in August 2020. Attending the reception were representatives of the Provincial Party Committee's Inspection Commission, the Departments of Internal Affairs, Mass Mobilization of the Provincial Party Committee, the Provincial Fatherland Front Committee and departments, branches, and the Provincial National Assembly Delegation.

Chairman of the Provincial People's Committee Nguyen Duc Trung received Mr. Nguyen Ba Ngoc (authorized by Mr. Nguyen Van Thung, resident of Hamlet 13, Nghi Phu Commune, Vinh City). Mr. Thung complained that the Vinh City People's Committee's determination of compensation and support prices for land plot No. 226, map sheet No. 27, Nghi Phu Commune for his family at agricultural land prices was not in accordance with regulations.
He also recommended that the competent authority create conditions for purchasing a resettlement plot of land when the State reclaims land to implement the traffic project connecting Vinh - Cua Lo.

According to the Vinh City People's Committee, the origin of land plot 226 was granted to Mr. Thung's family before 1980. The above land plot is agricultural land because it has not been granted a land use right certificate, the land is mainly planted with bamboo and elephant grass, there is no house. The remaining maps all show that this is agricultural land, not residential land.
Therefore, Mr. Thung's request for compensation and support at the price of garden land is unfounded. At the same time, based on Decision No. 39/2018 dated September 10, 2018 and Decision No. 58/2015 dated October 13, 2015 of the Provincial People's Committee, citizens are only compensated in money, so the citizen's request for compensation in land is unfounded.

However, to ensure the rights of the people, Vinh City reported to the Provincial People's Committee and proposed a support plan for Mr. Thung's family and other similar families with 20% of the difference in compensation price between agricultural land and residential land. And requested to resolve early to speed up the progress of site clearance for Vinh - Cua Lo Boulevard project.
Concluding this content, the Chairman of the Provincial People's Committee agreed with the proposal of the Vinh City People's Committee to resolve the 20% difference in compensation price between agricultural land and residential land and requested citizens to accept to soon hand over the land, speed up the site clearance work, and ensure the project's construction progress. Regarding the citizen's proposal to buy an additional resettlement land plot, the Chairman of the Provincial People's Committee said that there was no basis for consideration.
The Chairman of the Provincial People's Committee also received Mr. Nguyen Khac Lien (resident of Hamlet 10, Nghi Phu Commune, Vinh City) who requested the competent authority to resolve the matter of the State reclaiming nearly 2,000m2His family's agricultural land was used to build a resettlement area, leaving his family with no way to access plot 197.

He is currently borrowing land from other households to build a road. At the same time, he also requested that his family be allowed to buy 2 plots of land in the above resettlement area to open a road to their house.
Regarding this content, Vinh City People's Committee said that despite many explanations and persuasion, Mr. Lien's family has not yet received compensation for the land plot with an area of 229.3m2.2The land was confiscated by the State. Because the family illegally built the kiosk on agricultural land before July 1, 2004, they were not eligible for compensation for property on the land.
Besides, Mr. Lien is also not eligible to buy land in the resettlement area because he already has a house and is not a priority subject.
Vinh City People's Committee also said that they had sent officials to inspect and found two entrances to Mr. Lien's house. Therefore, based on the regulations and consulting with the departments and provinces, they agreed that the settlement was in accordance with the regulations and was appropriate. At the same time, they hoped that the family would receive compensation and soon hand over the land to carry out the Vinh - Cua Lo Boulevard project on schedule.

Regarding this content, the Chairman of the Provincial People's Committee assigned the Vinh City People's Committee to coordinate with the Department of Construction and the Department of Natural Resources and Environment of the province to inspect and verify whether there is a road to land lot 197 of Mr. Lien's family or not and report back to the Chairman of the Provincial People's Committee before September 15 to have a basis to resolve the citizen's petition.
The Chairman of the Provincial People's Committee also assigned the Department of Natural Resources and Environment to re-determine the time when the assets on Mr. Lien's family's agricultural land were acquired. From there, based on legal regulations, respond to citizens. Request citizens to accept and hand over the land to the State to implement the Vinh - Cua Lo Boulevard project on schedule.
