(Baonghean.vn) - On the morning of August 17th, Chairman of the Provincial People's Committee Nguyen Duc Trung held his regular monthly citizen reception for August 2020. Attending the reception were representatives from the Provincial Party Committee's Inspection Committee, the Internal Affairs and Mass Mobilization Committees, the Provincial Fatherland Front Committee, various departments and agencies, and the Provincial National Assembly Delegation.

Chairman of the Provincial People's Committee Nguyen Duc Trung received Mr. Nguyen Ba Ngoc (authorized by Mr. Nguyen Van Thung, residing in Hamlet 13, Nghi Phu Commune, Vinh City). Mr. Thung complained that the Vinh City People's Committee's application of agricultural land prices for his family's land plot No. 226, map sheet No. 27, Nghi Phu Commune, was incorrect and contrary to regulations.

He also requested that the competent authorities facilitate the purchase of a resettlement plot when the State reclaims land for the Vinh – Cua Lo connecting transportation project.

According to the Vinh City People's Committee, plot 226 was originally allocated to Mr. Thung's family before 1980. The land is agricultural land as it has not been issued a land use certificate; it is primarily used for growing bamboo and elephant grass, and there is no house on it. All archived maps show it as agricultural land, not residential land.

Therefore, Mr. Thung's request for compensation and support based on garden land prices is unfounded. Furthermore, according to Decision No. 39/2018 dated September 10, 2018, and Decision No. 58/2015 dated October 13, 2015, of the Provincial People's Committee, citizens are only entitled to monetary compensation; the citizen's request for compensation in land is baseless.

However, to ensure the rights of the people, Vinh City reported to the Provincial People's Committee and proposed a support plan for Mr. Thung's family and other similar families, which is 20% of the difference in compensation price between agricultural land and residential land. They also requested that the matter be resolved promptly to expedite the land clearance process for the Vinh – Cua Lo Boulevard project.

In conclusion, the Chairman of the Provincial People's Committee agreed with the proposal of the Vinh City People's Committee to resolve the 20% difference in compensation prices between agricultural land and residential land, and requested the citizens' acceptance to expedite land handover, accelerate land clearance, and ensure the project's construction progress. Regarding the citizens' request to purchase an additional resettlement plot, the Chairman of the Provincial People's Committee stated that there was no basis for consideration.

The Chairman of the Provincial People's Committee also received Mr. Nguyen Khac Lien (residing in Hamlet 10, Nghi Phu Commune, Vinh City) who petitioned the competent authorities to resolve the issue of the State reclaiming nearly 2,000 square meters of land.2The family's agricultural land was used to build a resettlement area, resulting in his family no longer having access to plot 197.

He is currently borrowing land from another household to build a road. At the same time, he is requesting that his family be allowed to purchase two plots of land in the aforementioned resettlement area to create an access road to their home.

Regarding this matter, the Vinh City People's Committee stated that, despite repeated explanations and persuasion, Mr. Lien's family has still not accepted compensation for the 229.3m² plot of land.2The land was confiscated by the State. This is because, since the family built the kiosk illegally on agricultural land before July 1, 2004, they are not eligible for compensation for the assets on the land.

In addition, Mr. Lien is not eligible to purchase land in the resettlement area because he already owns a house and is not among the priority group.

The People's Committee of Vinh City also stated that they had sent officials to inspect the site and found two access points to Mr. Lien's house. Therefore, based on regulations and after consulting with relevant departments and the province, they agreed that this solution is in accordance with regulations and is satisfactory. They also requested that the family accept the compensation and promptly hand over the land to allow the Vinh - Cua Lo Boulevard project to proceed on schedule.

Regarding this matter, the Chairman of the Provincial People's Committee has instructed the Vinh City People's Committee to coordinate with the Provincial Department of Construction and the Provincial Department of Natural Resources and Environment to inspect and verify whether there is a road leading to plot 197 belonging to Mr. Lien's family, and to report back to the Chairman of the Provincial People's Committee before September 15th so that there is a basis for resolving the citizen's request.

The Chairman of the Provincial People's Committee also instructed the Provincial Department of Natural Resources and Environment to determine the exact time when the assets on Mr. Lien's agricultural land were acquired. Based on the relevant legal regulations, they will then respond to the citizen. The citizen is requested to accept and hand over the land to the State to facilitate the timely implementation of the Vinh - Cua Lo Boulevard project.
