(Baonghean.vn) - This gambling ring existed in early March 2020, with the two ringleaders, Vuong Quang Hung, acting as "level 1 agents" and Bui Van Vinh as "level 2 agents", and the remaining members as "sub-agents". To deceive the authorities, all members sat at home to gamble, using different phone numbers. Every day, tens of thousands of lottery number recording points were transferred by the sub-agents to the two ringleaders.
