The two ringleaders were Vuong Quang Hung, acting as a "level 1 agent," and Bui Van Vinh, acting as a "level 2 agent," with the remaining individuals acting as "lower-level agents." To evade law enforcement, all individuals conducted gambling activities from within their homes, using multiple different phone numbers. Each day, tens of thousands of lottery bets were submitted by lower-level agents to the two ringleaders.
