| During this time, not only national highways, but also several provincial and district roads are being blocked by people setting up obstacles to dry, thresh, and winnow rice. In reality, drying rice and straw, and setting up obstacles in the middle of the road is not only a bad habit and a lack of awareness, but also a violation of the law. It is suggested that, along with public awareness campaigns and reminders, relevant authorities should be more resolute in penalizing those who intentionally violate the law. According to Point d, Clause 1, Article 203 of the Penal Code: Anyone who encroaches upon or occupies sidewalks or roadways, obstructing road traffic and causing harm to life or serious damage to the health or property of others, shall be fined from 5 to 30 million VND, sentenced to non-custodial rehabilitation for up to 2 years, or imprisoned from 3 months to 3 years.
