On this occasion, not only National Highways, but also some provincial and district roads... were blocked by people occupying the roadway to dry, thresh, and winnow rice... In reality, drying rice and straw, blocking the roadway is not only a bad habit and lack of awareness of people but also a violation of the law. It is thought that, along with propaganda and reminder work, in the coming time, functional agencies need to be more determined in punishing cases of intentional violations. According to Point d, Clause 1, Article 203 of the Penal Code: Anyone who encroaches on or occupies sidewalks or roads, obstructing road traffic, causing loss of life or serious damage to the health or property of others, shall be subject to a fine of 5 to 30 million VND, non-custodial reform for up to 2 years, or imprisonment from 3 months to 3 years.
