Introducing the 13th Central Committee personnel and Ministers

On October 8, the Party Central Committee met to introduce personnel for the 13th Central Committee, personnel for the 13th Central Inspection Commission, and Ministers.

Comrade Nguyen Phu Trong, General Secretary and President, on behalf of the Politburo, chaired and directed the Conference program.

Comrade Pham Minh Chinh, Politburo member, Secretary of the Party Central Committee, Head of the Central Organization Commission, on behalf of the Politburo, read the Politburo's Reports on soliciting opinions on the introduction of personnel for the Minister of Science and Technology and Minister of Health; on the introduction of personnel for the 13th Central Executive Committee; and on the introduction of personnel for the 13th Central Inspection Commission.

The Party Central Committee has voted to introduce personnel for the Minister of Science and Technology and the Minister of Health; and voted to introduce personnel for the 13th Central Committee and the 13th Central Inspection Commission.

Related toPersonnel work of the 13th Central Executive CommitteeIn his opening speech at the Conference, General Secretary and President Nguyen Phu Trong said that from the end of December 2018 to September 2020, to prepare personnel for the 13th Central Executive Committee, after the Central Executive Committee gave its opinion, based on the proposal of the Personnel Subcommittee, the Politburo approved the personnel planning for the 13th Central Executive Committee four times with a total of 227 comrades.

The Politburo and the Secretariat have directed the opening of five new knowledge training courses for comrades planned for the 13th Central Executive Committee. In July 2020, on behalf of the Politburo, the General Secretary and President sent a letter to the members of the 12th Central Committee, asking each comrade to propose their personal opinions and recommend qualified personnel to replace them.

Based on the proposal of the Personnel Subcommittee, the Politburo held a meeting to approve the structure and personnel resources to introduce candidates to the 13th Central Executive Committee. Based on the Politburo's decision, the Personnel Subcommittee notified localities, agencies, and units to organize the introduction of personnel.

As of August 20, 2020, 116/116 localities, agencies and units have introduced 119 Central Committee members of the 12th tenure (both official and alternate) for re-election to the 13th Central Executive Committee; 107 comrades are first-time official members and 44 comrades are alternate members of the 13th Central Executive Committee.

General Secretary and President Nguyen Phu Trong assessed: In general, the organization of voting to introduce personnel for the Central Executive Committee has been seriously implemented by Party committees and organizations at all levels, basically ensuring progress, following the procedures and instructions of the Personnel Subcommittee.

The Personnel Subcommittee has directed 10 relevant functional agencies and localities (Central Organizing Committee, Central Inspection Committee, Central Internal Affairs Committee, Central Internal Political Protection Subcommittee, Central Public Security Party Committee, Central Agencies Bloc Party Committee, Government Inspectorate Party Committee, State Audit Party Committee, Hanoi Party Committee Standing Committee and Ho Chi Minh City Party Committee Standing Committee) to conduct appraisal, inspection and review of standards and conditions for the recommended personnel (including re-elected personnel and first-time personnel).

Based on the Orientation and Personnel Work Process approved by the Central Committee, the Personnel Subcommittee and the Politburo have met many times, objectively, impartially, comprehensively reviewed and thoroughly discussed the proposed list of candidates for the 13th Party Central Committee (including the list of re-elections and the list of first-time participants). The Politburo submitted to the Central Committee the results of the personnel introductions of Party committees at all levels, Party organizations, agencies and units directly under the Central Committee and the Politburo's opinions on the recommended personnel.

At the same time, at this Conference, the Politburo reported to the Central Executive Committee on the personnel participating in the 13th Central Inspection Commission (including the re-election list and the first-time participation list).

General Secretary and President Nguyen Phu Trong emphasized: The selection and introduction of personnel to join the 13th Central Executive Committee must closely follow the 13th Congress's personnel work orientation, ensuring the comprehensive leadership of the Central Executive Committee in all areas and fields of work with the structure of the 13th Central Committee members; meeting the requirements of leadership in implementing political tasks of the Central and localities, especially in important areas, complex and key areas; at the same time, contributing to building a contingent of high-ranking Party officials in the short term as well as in the long term.

When considering, selecting and recommending personnel, it is necessary to base on the criteria, conditions, structure, quantity; the qualities, capacity and prestige of the cadres, but it is also necessary to pay attention to the reasonable structure, balance between the localities, fields of work and the blocs; between the Central and local levels; the structure of young cadres, female cadres, ethnic minority cadres and reasonable regional factors... However, do not lower the standards because of structure and quantity. Ensure democracy, fairness, impartiality, objectivity and transparency; resolutely fight against negative manifestations in the process of implementing personnel work, causing bad public opinion among cadres, party members and people.

Emphasizing that the personnel work of the Central Executive Committee is an extremely important task, General Secretary and President Nguyen Phu Trong requested that Central Committee members uphold their sense of responsibility, closely follow the Direction and Process of personnel work, carefully study the list of recommended personnel for the 13th Central Executive Committee and Central Inspection Commission to discuss, consider, and carefully select before voting.

Based on the results of this Central Conference as well as the Central Committee's comments, the Politburo will direct the continued preparation, review, and completion of personnel plans, ensuring sufficient quantity, correct standards, quality, and completion of documents to report to the Central Committee for consideration and approval before submitting to the 13th National Party Congress.
