The Office of the Party Central Committee has just issued Document No. 13678-CV/VPTW to a number of press agencies regarding the announcement of the Politburo's decision to discipline comrade Nguyen Van Binh - Politburo member, Secretary of the Party Central Committee, Head of the Central Economic Commission, former Secretary of the Party Personnel Committee, former Governor of the State Bank of Vietnam.
Accordingly, on November 6, 2020, at the Party Central Committee headquarters, General Secretary and President Nguyen Phu Trong chaired the Politburo meeting to consider and discipline comrade Nguyen Van Binh - Politburo member, Party Central Committee Secretary, Head of the Central Economic Commission, former Secretary of the Party Personnel Committee, former Governor of the State Bank of Vietnam.
Considering the proposal of the Central Inspection Commission, the Politburo found that during his tenure as a member of the Party Central Committee, Secretary of the Party Committee, and Governor of the State Bank of Vietnam, he committed the following violations and shortcomings:
Firstly, the head is responsible for the State Bank of Vietnam issuing documents with incomplete content and not in accordance with the Government's regulations, leading to violations and shortcomings in handling bad debts, causing loss of state budget revenue.
Second, there was a violation in signing and issuing a resolution agreeing to give the Construction Bank a special loan with 0% interest rate and no collateral.
Third, take responsibility as the head for the violations and shortcomings of the State Bank of Vietnam in approving the Thien Thanh group to buy back shares of Dai Tin Bank; approving Pham Cong Danh as a candidate for the Board of Directors of Construction Bank; and not exercising special control over Construction Bank.
Fourth, violating the principle of democratic centralism and working regulations by not reporting to competent authorities for policy on major and important issues. Not fully reporting and not properly implementing the Prime Minister's directive on the compulsory purchase of 3 banks at zero price is a violation of the principle of authority.
Fifth, many violations and shortcomings occurred at the State Bank of Vietnam and credit institutions, many individuals were criminally prosecuted.
Thus, during his tenure as a member of the Party Central Committee, Secretary of the Party Committee, Governor of the State Bank of Vietnam, Comrade Nguyen Van Binh was responsible as the head for the violations and shortcomings of the State Bank of Vietnam and his personal responsibility in performing his assigned duties and tasks, causing very serious and difficult-to-overcome consequences; many officials, Party members of the State Bank of Vietnam and key leaders of a number of credit institutions who violated the law were criminally prosecuted.
The violations and shortcomings of comrade Nguyen Van Binh are serious, causing outrage in society, negatively affecting the reputation of the Party organization, the State Bank of Vietnam and the comrade himself.
During the review process, comrade Nguyen Van Binh accepted responsibility for the violations and shortcomings and accepted the disciplinary action.
