On the afternoon of January 22, under the chairmanship of comrades: Hoang Nghia Hieu - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; Vi Van Son - Head of the Provincial Ethnic Minorities Committee, the Provincial People's Committee held a conference to summarize ethnic work and ethnic policies in 2020 and deploy tasks in 2021.

Attending the conference were comrade Hoang Viet Duong - Vice Chairman of the Provincial People's Council; representatives of Party committees and the Provincial Party Committee Office; leaders of the Provincial Fatherland Front Committee; and relevant departments, branches and localities.

Ethnic work has changed positively.

According to the report presented at the conference, in 2020, the Provincial Party Committee, People's Council, and People's Committee issued an implementation plan, organized a conference to disseminate and implement the Party and State's guidelines, policies, resolutions, and directives on ethnic work and ethnic policies; continued to urge the effective implementation of Decree No. 05/2011/ND-CP dated January 14, 2011 of the Government on Ethnic Work and Ethnic Work Strategy to 2020.

Nghe An is located in the North Central region, with the largest natural area in the country with 16,487 km2; of which, the ethnic minority and mountainous area is 13,745 km2, accounting for 83% of the province's natural area. Nghe An's current population is 3,327,791 people, of which the ethnic minority and mountainous area population is over 1.2 million people (accounting for 36% of the province's population). Ethnic minorities are 491,267 people, accounting for 14.76% of the province's population and 40.93% of the population in mountainous areas. The province has 47 ethnic groups, of which the ethnic minorities with a large proportion are Thai, Tho, Kho Mu, Mong, O Du. The ethnic minority and mountainous area of ​​Nghe An province includes 252 communes, 1,339 villages, hamlets...

Since the beginning of 2020, the Covid-19 epidemic has been complicated, with the risk of widespread disease spread, deeply affecting all areas of social life. However, thanks to the attention of all levels and sectors, the lives of ethnic minorities have developed quite well; the face of mountainous rural areas has changed positively, forming a number of raw material production areas such as tea, rubber, sugarcane, raw material forests, etc., large-scale concentrated livestock farming associated with the development of the processing industry. Localities have good and creative ways of building new rural villages and hamlets. The structure of crops and livestock has been converted in the direction of commodity production associated with processing and consumption of products. Trade and services have been expanded and developed to better meet the needs of life and production. Attention has been paid to building socio-economic infrastructure, many key projects have been and are being implemented, people's lives have been improved, and food security is ensured.

Currently, the whole country has 96 policies expressed through 148 documents that are still in effect. Of which, the ethnic policies that are still in effect in Nghe An province are 70 policies of the Central Government, 12 policies of the province and are directly related to 14 departments, branches and sectors. The conference pointed out some shortcomings in ethnic work and ethnic policies. That is, the implementation of policies, programs and projects is still behind schedule, and disbursement has not met the set plan. Ethnic minority and mountainous areas of the province still face many difficulties. Poverty reduction results achieved in the past have not been truly sustainable; poor households lacking residential land, production land, and clean water still account for a high proportion; the inter-village and inter-hamlet transportation network is lacking and difficult,... During the year, a number of officials of the Ethnic Minority Committee who violated the law were disciplined.

In their speeches at the conference, delegates mentioned many issues related to ethnic affairs and ethnic policies in recent times. Notable issues were the dissemination of policies and laws for ethnic minorities; the situation of early marriage and incestuous marriage in ethnic minority communities, especially the Mong and Kho Mu.

Maintain and strengthen internal solidarity

Affirming that ethnic work and ethnic policies are one of the tasks of great significance in the overall socio-economic development goals of Nghe An, comrade Hoang Nghia Hieu - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee said that in recent times, the Party and the State have paid great attention to ethnic minority areas. Especially in Nghe An, the mountainous area accounts for 83% of the area, the population accounts for more than 1/3 of the province's population, so ethnic work is even more important.

In recent times, many policies and guidelines for mountainous areas and ethnic minorities have contributed to improving and enhancing the social life of the people. Thanks to that, the socio-economic situation has shifted in the right direction, and per capita income has increased. The mountainous areas have formed a number of specialized areas and concentrated raw material areas such as tea, rubber, sugarcane, cassava, etc. In the field of livestock, concentrated livestock centers have been formed. In particular, 77 mountainous communes have met new rural standards, including 8 communes with special difficulties. The cultural identity of ethnic groups has been preserved and promoted. Thereby, community tourism and eco-tourism spots have been formed to attract more and more tourists.

Paying attention to overcoming the shortcomings, comrade Hoang Nghia Hieu said that in the past, many programs and policies still did not meet the set plan, and many policies even achieved low results. Therefore, he suggested that in the coming time, the Ethnic Committee - the agency in charge of advising the Provincial People's Committee on ethnic issues, should have specific solutions to overcome the shortcomings.

2021 is the first year of implementing the Resolution of the 19th Provincial Party Congress and implementing the Resolution of the 13th National Party Congress. The Ethnic Committee needs to continue to strive to complete key tasks. First of all, it is necessary to maintain and strengthen internal solidarity, the motto is to do well the work of democratic centralism based on the example of the leader.
