77 mountainous communes in Nghe An province have achieved new rural standards.
(Baonghean.vn) - This information was announced by Vice Chairman of the Provincial People's Committee Hoang Nghia Hieu at the Conference summarizing ethnic affairs and ethnic policies in 2020 and implementing tasks for 2021.
On the afternoon of January 22nd, under the chairmanship of comrades Hoang Nghia Hieu - Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; and Vi Van Son - Head of the Provincial Ethnic Affairs Committee, the Provincial People's Committee held a conference to summarize the work on ethnic affairs and ethnic policies in 2020 and to implement tasks for 2021.
Attending the conference were Comrade Hoang Viet Duong - Vice Chairman of the Provincial People's Council; representatives from Party committees and the Provincial Party Committee Office; leaders of the Provincial Fatherland Front Committee; and relevant departments, agencies, and localities.
Ethnic affairs work has seen positive progress.
According to the report presented at the conference, in 2020, the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee issued a plan to implement and organize conferences to disseminate and implement the Party and State's guidelines, resolutions, and directives on ethnic affairs and ethnic policies; and continued to effectively implement Government Decree No. 05/2011/ND-CP dated January 14, 2011, on ethnic affairs and the Strategy for ethnic affairs until 2020.

Nghe An province is located in the North Central region of Vietnam and has the largest natural area in the country, at 16,487 km2. Of this, the area of ethnic minorities and mountainous regions is 13,745 km2, accounting for 83% of the province's total natural area. Nghe An's current population is 3,327,791 people, of which over 1.2 million are ethnic minorities and mountainous regions (accounting for 36% of the province's total population). Ethnic minorities number 491,267 people, accounting for 14.76% of the province's total population and 40.93% of the population in mountainous areas. The province has 47 ethnic groups, with the largest proportion being the Thai, Tho, Kho Mu, Mong, and O Du ethnic minorities. The ethnic minority and mountainous regions of Nghe An province comprise 252 communes and 1,339 villages.
Since the beginning of 2020, the Covid-19 pandemic has been complex, posing a risk of widespread transmission and profoundly affecting all aspects of social life. However, thanks to the attention of all levels of government and relevant agencies, the lives of ethnic minorities have seen significant improvements; the face of rural mountainous areas has undergone positive changes, with the formation of several areas producing raw materials such as tea, rubber, sugarcane, and timber, as well as large-scale concentrated livestock farming linked to the development of processing industries. Localities have adopted innovative and effective approaches to building new rural villages. The structure of crops and livestock has been shifted towards commodity production linked to processing and product consumption. Trade and services have expanded and developed, better meeting the needs of daily life and production. Economic and social infrastructure has been prioritized, with many key projects underway, improving people's living standards and ensuring food security.

Currently, the whole country has 96 policies, expressed through 148 effective documents guiding implementation. Of these, 70 of the central government's policies and 12 provincial policies are still in effect in Nghe An province, directly related to 14 departments and agencies. During the conference, delegates discussed various issues related to ethnic affairs and ethnic policies over the past period. Notable topics included the dissemination of policies and laws to ethnic minority communities; and the prevalence of child marriage and consanguineous marriage within ethnic minority communities, especially among the Hmong and Khmu people.

At the conference, delegates also reflected on and put forward a number of proposals and solutions regarding the work of building a team of ethnic minority cadres; policies aimed at preserving and developing the culture of ethnic minorities; and experiences in implementing Program 135...
Preserve and strengthen internal unity.
Affirming that ethnic affairs and ethnic policies are among the most important tasks in the overall socio-economic development goals of Nghe An, Comrade Hoang Nghia Hieu - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, said that in recent years, the Party and the State have paid great attention to ethnic minority areas. Especially in Nghe An, where mountainous areas account for 83% of the land area and more than one-third of the province's population, ethnic affairs work is even more important.

Over the past period, various policies and initiatives targeting mountainous areas and ethnic minority communities have contributed to improving and enhancing the social lives of the people. As a result, socio-economic development has progressed in the right direction, and per capita income has increased. Several specialized farming and raw material zones have been established in mountainous areas, such as tea, rubber, sugarcane, and cassava. In the livestock sector, concentrated livestock farming centers have been formed. Notably, 77 mountainous communes have achieved the new rural development standard, including 8 particularly disadvantaged communes. The cultural identity of ethnic groups has been preserved and promoted, leading to the development of community-based tourism and ecotourism destinations that are increasingly attracting visitors.

Regarding the need to address shortcomings, Comrade Hoang Nghia Hieu noted that many programs and policies have not met their targets, and some have even achieved less than planned results. Therefore, he suggested that in the coming period, the Ethnic Affairs Committee - the agency responsible for advising the Provincial People's Committee on ethnic affairs - should have specific solutions to overcome these shortcomings.
2021 is the first year of implementing the Resolution of the 19th Provincial Party Congress and the Resolution of the 13th National Party Congress. The Ethnic Affairs Committee needs to continue striving to complete its key tasks. First and foremost is maintaining and strengthening internal unity, with the motto being to do a good job of democratic centralism based on the exemplary leadership of the head of the organization.

Continue to implement solutions to improve administrative reform. Pay attention to inspection, supervision, and auditing. In addition, review the targets and plans of the Provincial Party Committee, Provincial People's Council, and Provincial People's Committee regarding ethnic affairs and ethnic policies. Proactively coordinate with relevant departments, agencies, and localities to review issues related to personnel work for ethnic minorities.

On this occasion, Ms. Lang Thi Hien, Chief Inspector of the Ethnic Affairs Committee of Nghe An province, received a Certificate of Commendation from the Prime Minister; Ms. Nguyen Thi Thu Huong, Head of the Planning Department of the Ethnic Affairs Committee of the province, received a Certificate of Commendation from the Minister and Chairman of the Central Committee for Ethnic Minorities. One collective and two individuals received Certificates of Commendation from the Chairman of the Provincial People's Committee. The Ethnic Affairs Committee of the province awarded Certificates of Merit to 7 collectives and 15 individuals for their outstanding achievements in 2020.
