Vietnam Social Security cuts down to 25 administrative procedures

(Baonghean.vn) - On April 9, the set of administrative procedures of the Vietnam Social Security sector continued to be reduced to 25 procedures, contributing to significantly reducing the time for submitting documents and receiving results for businesses and people.

According to Decision No. 222/QD-BHXH on the announcement of administrative procedures (TTHC) that have been replaced and abolished under the jurisdiction of Vietnam Social Security, which has just been issued, the set of administrative procedures of Vietnam Social Security continues to be reduced from 27 to 25, contributing to significantly reducing the time for submitting documents and receiving results for businesses and people.

Reduce administrative documents in the field of social insurance and health insurance

Decision No. 222/QD-BHXH replaces Decisions No. 1133/QD-BHXH dated October 16, 2015 on promulgating amended, supplemented and replaced administrative procedures under the jurisdiction of Vietnam Social Security; Decision No. 929/QD-BHXH dated July 26, 2018 on promulgating amended and supplemented administrative procedures in the field of collecting social insurance, health insurance, unemployment insurance, occupational accident and disease insurance (TNLĐ-BNN);

Accordingly, the issuance of Decision 222/QD-BHXH has an important significance in the reform of administrative procedures of the Vietnam Social Security sector in 2021. Administrative procedures under the jurisdiction of Vietnam Social Security are now regulated in 1 document instead of 3 documents as before, creating convenience for organizations and individuals in learning and looking up administrative procedures on social insurance and health insurance.

To look up administrative procedures, people and businesses can access the National Public Service Portal at https://dichvucong.gov.vn/; the Vietnam Social Security Electronic Information Portal at https://baohiemxahoi.gov.vn/; the Social Security Electronic Information Portal of provinces and cities; the Public Notice Board of Administrative Procedures at the one-stop-shop of provincial and district-level Social Security agencies; and the Public Administration Service Center at the local level.

Review and continue to cut 2 more administrative procedures of the industry

The set of administrative procedures of the Vietnam Social Insurance Industry has been reduced from 114 administrative procedures (in 2015) to 25 administrative procedures now, significantly reducing time and costs for businesses and people.

According to Decision No. 222/QD-BHXH, 2 more administrative procedures were abolished, including: 1 administrative procedure in the field of collecting social insurance, health insurance, unemployment insurance, occupational accident and disease insurance because it has been specified in detail in related administrative procedures, which is the procedure "Refund of paid money for voluntary social insurance participants, people with 2 or more social insurance books with overlapping social insurance and unemployment insurance payment periods, people participating in family health insurance, people participating in health insurance with partial support from the state budget for payment"; 1 administrative procedure in the field of implementing health insurance policy because it is not under the authority of Vietnam Social Security, which is "Health insurance examination and treatment".

Thus, each area currently hasSocial insurance, health insurance, unemployment insurance, BHTNLĐ-BNN and the field of implementing health insurance policy only have 3 administrative procedures, instead of 4 procedures as before.

At the same time, of the 25 administrative procedures, 24 administrative procedures are replaced on the basis of continuing to adjust business processes, simplifying document components, redesigning declaration forms according to legal regulations and the settlement authority of Vietnam Social Security... to create the most favorable conditions for people and businesses.

Aim for the satisfaction of people and businesses

Decision No. 222/QD-BHXH was issued based on the adjusted and simplified business processes in accordance with the provisions of law and the authority of Vietnam Social Security. The issuance of the Decision not only contributes to the continued improvement of the administrative reform of the Vietnam Social Security sector but also brings many practical meanings to the people and businesses.

The first,Help businesses reduce the time to update information to request settlement of social insurance regimes for employees.

- For administrative procedures in the field of implementing social insurance policies: help businesses save time to handle tasks related to reporting cases of employees eligible for sickness, maternity, occupational accident - occupational disease benefits in the month to the social insurance agency to resolve the benefits for employees.

Some new highlights include:

+ For the application for benefits in case of an employee suffering from a work-related accident or occupational disease: Remove the application components including a copy of the Work Accident Investigation Record, the Scene Inspection Record, the Work Environment Measurement Record with Toxic Factors, and the Social Insurance Book.

+ For the application for settlement of occupational accident and occupational disease regimes for employees: Simplify the application form of the unit by removing the declaration requirement in which the declarant must clearly write the content and replace it with the form of selecting and checking the boxes containing appropriate content.

+ For the list of requests for settlement of sick leave, maternity leave, and health recovery benefits: Remove the confirmation of the person making the list and the grassroots trade union (only 01 confirmation signature from the unit is required).

+ Eliminate the need to send paper copies to the Social Insurance agency via postal service when conducting electronic transactions with documents such as: Declaration form of relatives when implementing "Resolving death benefits"; Authorization letter when implementing "Resolving benefits for retired teachers who have not yet received seniority allowance in pension".

These amendments help businesses save time in handling tasks related to reporting cases of employees eligible for sickness, maternity, and occupational accident and disease insurance benefits in the month to the Social Insurance agency to resolve benefits for employees.

- For administrative procedures in the field of social insurance, health insurance, and unemployment insurance collection: Users only need to declare 5 criteria out of a total of 13 criteria in the form of Declaration of participation and adjustment of social insurance and health insurance by units (Form TK3-TS) when updating changes in information of the unit; only need to review and confirm 6 criteria out of a total of 19 criteria in the form of Declaration of individual participation and adjustment of social insurance and health insurance information (Form TK1-TS) of employees when updating changes in information of employees.

This change helps businesses reduce the time to re-declare other criteria in the Declaration form when there is a change in information compared to applying previous regulations.

Monday,Strengthening the application of information technology, implementing electronic transactions to support businesses in declaring and paying social insurance

Implementing Decree No. 166/2016/ND-CP dated December 24, 2016 of the Government regulating electronic transactions in the fields of social insurance, health insurance and unemployment insurance, Vietnam Social Security issued Decision No. 838/QD-BHXH dated May 29, 2017 to facilitate businesses in declaring and paying social insurance via electronic transactions, thereby shortening the time limit for handling administrative procedures of businesses and people.

Accordingly, Vietnam Social Security continues to provide guidance on implementation methods, including electronic transactions in Decision No. 222/QD-BHXH on the existing information technology infrastructure, and continues to upgrade electronic transaction software, especially upgrading the Social Security declaration and payment software of the Social Security sector to the web version to provide free support for businesses when registering to conduct transactions with the Social Security agency.

Enterprises only need to use electronic devices with Internet connection to be able to declare "Social Insurance Payment" online. WithIT applications,Deploying electronic transactions will help businesses have more options to declare and pay social insurance, reduce the focus on declaring through the support of IVAN providers, and reduce waiting time for businesses.

It can be said that in recent times, the Vietnam Social Insurance sector has effectively implemented the reform of administrative procedures, and the set of administrative procedures of the sector is increasingly simplified. If in 2015, the set of administrative procedures of the sector was 114 procedures, now it has been reduced to 25 procedures. The results of this reform of administrative procedures of the sector have contributed to helping businesses and people significantly reduce time and costs in transactions with the Social Insurance agency.

With the motto of taking participants and beneficiaries of social insurance and health insurance policies as the center of service, the reform of administrative procedures and application of IT have always been identified by the Vietnam Social Insurance sector as key tasks towards a service-oriented administration. Accordingly, over the past time, the whole sector has made continuous efforts to achieve many positive results, which have been recognized and highly appreciated by the Government, the business community and the people.
