Vietnam Social Security reduces administrative procedures to 25.
(Baonghean.vn) - On April 9th, the administrative procedures of the Vietnam Social Security sector were further reduced to 25, significantly contributing to a reduction in the time for submitting applications and receiving results for businesses and citizens.
According to Decision No. 222/QD-BHXH on the announcement of administrative procedures that have been replaced or abolished under the authority of Vietnam Social Security, the set of administrative procedures of the Vietnam Social Security sector has been further reduced from 27 to 25, significantly contributing to reducing the time for submitting applications and receiving results for businesses and citizens.

Decision No. 222/QD-BHXH replaces Decisions No. 1133/QD-BHXH dated October 16, 2015, on the announcement of amended, supplemented, and replaced administrative procedures under the authority of Vietnam Social Security; and Decision No. 929/QD-BHXH dated July 26, 2018, on the announcement of amended and supplemented administrative procedures in the field of collecting social insurance, health insurance, unemployment insurance, and occupational accident and disease insurance.

Accordingly, the issuance of Decision 222/QD-BHXH is of significant importance in the administrative procedure reform of the Vietnam Social Security sector in 2021. Administrative procedures under the jurisdiction of Vietnam Social Security are now regulated in one document instead of three as before, facilitating organizations and individuals in understanding and searching for administrative procedures related to social insurance and health insurance.
To look up administrative procedures, citizens and businesses can access the National Public Service Portal at https://dichvucong.gov.vn/; the Vietnam Social Security Electronic Information Portal at https://baohiemxahoi.gov.vn/; the Electronic Information Portals of provincial and city Social Security offices; the publicly posted list of administrative procedures at the one-stop service departments of provincial and district-level Social Security offices; and the local Public Administrative Service Centers.

According to Decision No. 222/QD-BHXH, two more administrative procedures have been abolished, including: 1 procedure in the field of collecting social insurance, health insurance, unemployment insurance, and occupational accident and disease insurance contributions, as it has already been detailed in related procedures, namely the procedure "Refund of contributions paid to voluntary social insurance participants, individuals with two or more social insurance books with overlapping social insurance and unemployment insurance contribution periods, individuals participating in health insurance under the household scheme, and individuals participating in health insurance whose contributions are partially subsidized by the state budget"; and 1 procedure in the field of implementing health insurance policies, as it is not within the jurisdiction of Vietnam Social Insurance, namely "Health insurance examination and treatment".
Thus, currently each sector collectsSocial insurance, health insurance, unemployment insuranceThe Social Insurance for Occupational Accidents and Diseases and the Health Insurance policy implementation area now only have 3 administrative procedures, instead of 4 as before.
At the same time, out of the 25 administrative procedures, 24 have been replaced based on further adjustments to business processes, simplification of required documents, and redesign of declaration forms in accordance with the law and the authority of Vietnam Social Security... aiming to create the most favorable conditions for citizens and businesses.
The goal is to satisfy citizens and businesses.
Decision No. 222/QD-BHXH was issued based on adjusted and simplified operational procedures in accordance with the law and within the jurisdiction of Vietnam Social Security. The issuance of this Decision not only contributes to further improving the administrative reform of Vietnam Social Security but also brings many practical benefits to citizens and businesses.
The first,This helps businesses reduce the time spent updating information for processing social insurance benefits for employees.
- For administrative procedures related to the implementation of social insurance policies: this helps businesses save time in handling tasks related to reporting cases of employees eligible for sickness, maternity, and occupational accident/disease benefits during the month to the social insurance agency for processing benefits for employees.

Some notable new features include:
+ For applications for benefits in cases where an employee suffers a work-related accident or occupational disease: Omit the following documents: copies of the work-related accident investigation report, scene examination report, report on measurement of hazardous working environment factors, and social insurance book.
+ For applications requesting compensation for occupational accidents and diseases for employees: Simplify the application form by removing the requirement for the applicant to write out the details and replacing it with a selection of boxes containing relevant information.
+ For the list of requests for sick leave, maternity leave, and convalescence benefits: Omit the confirmation of the person preparing the form and the grassroots trade union (only require one signature from the unit).
+ Eliminate the need to send paper documents to the Social Insurance agency via postal service when conducting electronic transactions for documents such as: Declaration form from family members when processing "Death benefit claims"; Power of attorney when processing "Receiving allowances for retired teachers who have not received seniority allowance in their pension".
These amendments help businesses save time in processing tasks related to reporting cases of employees eligible for sickness, maternity, and occupational accident/disease insurance benefits during the month to the Social Insurance agency for processing benefits for employees.
- For administrative procedures related to the collection of social insurance, health insurance, and unemployment insurance contributions: Users only need to declare 5 out of 13 criteria in the Declaration Form for Participating Units and Adjusting Social Insurance and Health Insurance Information (Form TK3-TS) when updating changes to the unit's information; they only need to review and confirm 6 out of 19 criteria in the Declaration Form for Individuals Participating in and Adjusting Social Insurance and Health Insurance Information (Form TK1-TS) when updating changes to the employee's information.
This change helps businesses reduce the time spent re-declaring other criteria in the Declaration Form when there are changes in information, compared to the previous regulations.

Monday,Enhance the application of information technology and implement electronic transactions to support businesses in declaring and paying social insurance contributions.
In accordance with Government Decree No. 166/2016/ND-CP dated December 24, 2016, regulating electronic transactions in the fields of social insurance, health insurance, and unemployment insurance, Vietnam Social Insurance issued Decision No. 838/QD-BHXH dated May 29, 2017, to facilitate businesses in declaring and paying social insurance contributions through electronic transactions, thereby shortening the processing time for administrative procedures for businesses and individuals.
Accordingly, Vietnam Social Security continues to provide guidance on implementation methods, including electronic transactions, as outlined in Decision No. 222/QD-BHXH, based on existing information technology infrastructure. Simultaneously, the electronic transaction software will be continuously upgraded, particularly the Social Security declaration and payment software, to a web-based version to provide free support to businesses registering to conduct transactions with the Social Security agency.
Businesses can simply use electronic devices with internet access to declare and pay social insurance contributions online.IT applications,Implementing electronic transactions will give businesses more options for filing social insurance contributions, reducing reliance on IVAN services for filing, and shortening waiting times for businesses.
It can be said that, in recent years, the Vietnam Social Security sector has effectively implemented administrative procedure reforms, and the sector's set of administrative procedures is becoming increasingly simplified. While in 2015 the sector had 114 procedures, this has now been reduced to 25. This result of administrative procedure reform has significantly reduced the time and costs for businesses and citizens in their transactions with social security agencies.
With the motto of putting participants and beneficiaries of social insurance and health insurance policies at the center of service, administrative procedure reform and the application of information technology have always been identified by the Vietnam Social Insurance sector as a key task towards a service-oriented administration. Accordingly, in recent times, the entire sector has continuously strived to achieve many positive results, which have been recognized and highly appreciated by the Government, the business community, and the people.
