Nghe An: Prosecution of former Head of Provincial Ethnic Committee
(Baonghean.vn) - Mr. Luong Thanh Hai - former Head of the Ethnic Minorities Committee of Nghe An province was prosecuted for investigation on two charges: "Lack of responsibility causing serious consequences" and "Abusing position and power while performing official duties".
On the morning of April 20, the Investigation Police Agency of Nghe An Province issued Decision No. 185/CSKT to prosecute Mr. Luong Thanh Hai - former Head of the Provincial Ethnic Minorities Committee. Mr. Hai was prosecuted for investigation of two crimes: "Lack of responsibility causing serious consequences" and "Abusing position and power while performing official duties".
The provincial police investigation agency also searched Mr. Hai's residence in block 17, Truong Thi ward, Vinh city and applied the preventive measure of "prohibiting him from leaving his place of residence".
Previously, the Provincial Police Investigation Agency initiated a case of "Embezzlement of property", "Lack of responsibility causing serious consequences" and "Abusing position and power while performing official duties" occurring at the Provincial Ethnic Committee.
Regarding this case, the Provincial Police Department of Investigation has also prosecuted 4 defendants, including: Kim Van Bon - specialist, civil servant of the Provincial Ethnic Minorities Committee to investigate the crime of "Embezzlement of property"; Nguyen Tam Long - Deputy Head of the Ethnic Minorities Policy Department to investigate the crime of "Lack of responsibility causing serious consequences" and "Abusing position and power while performing official duties"; Le Van Son - Director of Van Son Construction Joint Stock Company and Nguyen Dinh Thinh - Deputy Director of Van Son Construction Joint Stock Company to investigate the crime of "Abusing position and power while performing official duties".
Afterwards, the Provincial People's Procuracy and the Provincial Police agreed to change the prosecution charge from "Lack of responsibility causing serious consequences" to "Embezzlement of property" against the defendant Nguyen Tam Long.

During the investigation, the Provincial Police Department determined that, during the implementation of the O Du Socio-Economic Development Project, these defendants took advantage of their assigned positions and powers to create fake documents to withdraw money from the project by "mistakenly" transferring 45 households with 231 Thai and Kho Mu people to O Du people in Dua village (Luong Minh commune, Tuong Duong district). In addition, in the construction project of 67 cow sheds worth nearly 13 billion VND, there were cow sheds with an investment of up to nearly 260 million VND with many signs of violations.
It is known that the Project to support the socio-economic development of the O Du ethnic group was approved in 2016, divided into 2 phases with a total budget of 120 billion VND, of which the central budget is 108 billion VND, the Nghe An provincial budget is 12 billion VND, implemented in 2 villages in Tuong Duong district, including Dua village (Luong Minh commune) and Vang Mon village (Nga My commune).
The case is currently under investigation.
