Nghe An: Former Head of the Provincial Ethnic Affairs Committee Indicted

(Baonghean.vn) - Mr. Luong Thanh Hai, former Head of the Ethnic Affairs Committee of Nghe An province, has been charged and is under investigation for two offenses: "Negligence causing serious consequences" and "Abuse of position and power while performing official duties".

On the morning of April 20th, the Investigation Police Department of Nghe An province served Decision No. 185/CSKT on the indictment of Mr. Luong Thanh Hai, former Head of the Provincial Ethnic Affairs Committee. Mr. Hai is being investigated for two charges: "Negligence causing serious consequences" and "Abuse of position and power while performing official duties".

The Provincial Police Investigation Agency also searched Mr. Hai's residence in Block 17, Truong Thi Ward, Vinh City, and applied the preventive measure of "prohibition from leaving his place of residence" against him.

Previously, the Provincial Police Investigation Agency had initiated a criminal case for "Embezzlement of assets," "Negligence causing serious consequences," and "Abuse of position and power while performing official duties" occurring at the Provincial Ethnic Affairs Committee.

In connection with this case, the Provincial Police Investigation Agency has also initiated criminal proceedings against four defendants, including: Kim Van Bon - a specialist and civil servant of the Provincial Ethnic Affairs Committee, to be investigated for "Embezzlement of assets"; Nguyen Tam Long - Deputy Head of the Ethnic Policy Department, to be investigated for "Negligence causing serious consequences" and "Abuse of position and power while performing official duties"; Le Van Son - Director of Van Son Construction Joint Stock Company and Nguyen Dinh Thinh - Deputy Director of Van Son Construction Joint Stock Company, to be investigated for "Abuse of position and power while performing official duties".

Subsequently, the Provincial People's Procuracy and the Provincial Police agreed to change the charge against the defendant Nguyen Tam Long from "Negligence causing serious consequences" to "Embezzlement of property".

During the investigation, the Provincial Police Investigation Agency determined that, while implementing the socio-economic development project for the O Du ethnic group, these defendants abused their positions and authority to create fraudulent documents to withdraw funds from the project by mistakenly classifying 45 households with 231 people of Thai and Khmu ethnicity as O Du in Dua village (Luong Minh commune, Tuong Duong district). In addition, in the construction of 67 cattle sheds worth nearly 13 billion VND, some sheds received investments of up to nearly 260 million VND with numerous signs of irregularities.

It is known that the project to support the socio-economic development of the O Du ethnic group was approved in 2016, divided into two phases with a total budget of 120 billion VND, of which 108 billion VND came from the central government budget and 12 billion VND from the Nghe An provincial budget, implemented in two villages in Tuong Duong district, namely Dua village (Luong Minh commune) and Vang Mon village (Nga My commune).

The case is currently under further investigation.
