(Baonghean.vn) - In the middle of the rice harvest season, farmers in many districts in the province not only dry rice in the middle of the road but also set up "barricades" on the road, posing a potential risk of traffic accidents.

Notably, some households in Hung Linh commune (Hung Nguyen) not only erected obstacles made of bamboo and packaging, but also erected many metal boxes to store rice right on the National Highway. In recent days, there have been a number of traffic accidents related to drying rice and obstacles on the road in the localities. According to Point d, Clause 1, Article 203 of the Penal Code: Anyone who encroaches on or occupies sidewalks or roads, obstructing road traffic, causing loss of life or serious damage to the health or property of others, shall be subject to a fine of 5 to 30 million VND, non-custodial reform for up to 2 years, or imprisonment from 3 months to 3 years.
