According to Point d, Clause 1, Article 203 of the Penal Code: Anyone who encroaches upon or occupies sidewalks or roadways, obstructing road traffic and causing harm to life or serious damage to the health or property of others, shall be fined from 5 to 30 million VND, sentenced to non-custodial rehabilitation for up to 2 years, or imprisoned from 3 months to 3 years.
