On the same afternoon, Toan and three others went by car to the Xuan Hung Commune Health Station in Xuan Loc District. Meeting the commune police, Toan introduced himself as an officer of the Ministry of Public Security with the position of "economic specialist", working at the "Special Task Force advising the Strategy Board". Previously, on the afternoon of May 17, Dong Nai Traffic Police, while patrolling on National Highway 1 in Xuan Loc district, discovered 5 Chinese people hiding in cardboard boxes disguised as goods on a passenger bus from Bac Giang to Ho Chi Minh City. These people were then quarantined at the Xuan Hung Commune Medical Center.
