On the same afternoon, Toan and three others went by car to the Xuan Hung Commune Health Station, Xuan Loc District. Meeting the Commune Police, Toan introduced himself as an officer of the Ministry of Public Security with the position of "economic specialist", working at the "Special Task Force to advise the Strategy Board". These people were then quarantined at Xuan Hung Commune Medical Center.
