On the same afternoon, Toan and three others went by car to the Xuan Hung Commune Health Station, Xuan Loc District. Meeting the Commune Police, Toan introduced himself as an officer of the Ministry of Public Security with the position of "economic specialist", working at the "Special Task Force to advise the Strategy Board". Seeing that this group had suspicious signs, Xuan Loc District Police invited them to the headquarters for clarification. Previously, on the afternoon of May 17, Dong Nai Traffic Police, while patrolling National Highway 1 in Xuan Loc district, discovered 5 Chinese people hiding in cardboard boxes disguised as goods on a passenger bus from Bac Giang to Ho Chi Minh City. These people were then quarantined at Xuan Hung Commune Medical Center.
