Planning Nghe An province for the period 2021-2030, vision to 2050

Nghe An Provincial People's Committee is directing the Department of Planning and Investment to coordinate with departments and branches to develop a budget for planning, perfect the Nghe An Provincial Planning Council, and advise the Provincial People's Committee to issue a plan to implement the Nghe An Provincial Planning for the period 2021-2030, with a vision to 2050. Urging branches to complete the draft report assessing the current situation, current status and forecasting the development of sectors, fields and localities; directly working with 13 departments, branches, branches and localities to urge the implementation of the Provincial Planning.

Previously, on August 4, 2020, the Prime Minister issued Decision No. 1179/QD-TTg approvingTask of planning Nghe An provinceperiod 2021-2030, vision to 2050. Accordingly, the Prime Minister requested the People's Committee of Nghe An province to organize and complete the planning task within no more than 24 months from the date the planning task is approved.

On January 26, 2021, Nghe An Provincial People's Committee issued Plan No. 55/KH-UBND on establishingNghe An Province Planningperiod 2021-2030, vision to 2050 with the purpose of developing a plan to implement the planning of Nghe An province according to the provisions of the Law on Planning and the task of developing the provincial planning approved by the Prime Minister.

According to the Plan of Nghe An Provincial People's Committee, the planning of Nghe An province for the period 2021-2030, with a vision to 2050, will be completed and announced in April 2022.

Planning of Nghe An province for the period 2021-2030, vision to 2050hAiming to develop Nghe An province into a center of finance, trade, tourism, education-training, science-technology, healthcare, culture, sports, and high-tech industry in the North Central region.

The purpose of the establishmentPlanningto concretize, synchronously connect, and unify the spatial organization and development directions of sectors and fields within the province as set out in national and regional planning; to create a basis for the implementation of urban planning, rural planning, technical and specialized planning in the province, to ensure connectivity, synchronization, inheritance, stability and system among plans; to eliminate overlapping plans that affect investment and development.

Requirements on the content of the planning need to orient development, arrange space and allocate resources for socio-economic activities in sync with national and regional planning decided by competent state agencies, aiming atSustainable Development Goalson all three pillars: Economy, society and environment; in line with the context of international integration, commitments in multilateral and bilateral international treaties of which Vietnam is a member.

At the same time, ensure connectivity, synchronization, exploitation and effective use of the existing infrastructure system between sectors and inter-district regions and localities in the province; specifically identify areas used for military, defense and security purposes at the provincial and inter-district levels and orient the arrangement at the district level.

The main contents of the Nghe An Provincial Planning for the period 2021-2030, with a vision to 2050, are implemented in accordance with the provisions of Article 27 of the Law on Planning and Article 28 of Decree No. 37/2019/ND-CP dated May 7, 2019 of the Government, including the following contents: Analysis, assessment and forecast of specific development factors and conditions of Nghe An province; assessment of the current status of socio-economic development, current status of land use, current status of urban and rural systems; assessment of the current status of socio-economic infrastructure development; development of viewpoints, determination of goals and selection of development options, planning options, and development directions of important sectors.

The planning boundary will study the role of Nghe An province in the development relationship with neighboring territories that have direct impact on the province including: Thanh Hoa, Ha Tinh; the North Central region and the whole country. In addition, it will study the relationship with the development of Lao PDR in the West.
