Developing the Nghe An Provincial Planning for the period 2021-2030, with a vision to 2050.

The People's Committee of Nghe An province is directing the Department of Planning and Investment to coordinate with other departments and agencies to develop a budget for the planning process, consolidate the Nghe An Provincial Planning Council, and advise the Provincial People's Committee on issuing a plan for the implementation of the Nghe An Provincial Planning for the period 2021-2030, with a vision to 2050. It is also urging relevant departments to finalize draft reports assessing the current situation, current status, and development forecasts for sectors, fields, and localities; and directly working with 13 departments, agencies, and localities to expedite the implementation of the provincial planning.

Previously, on August 4, 2020, the Prime Minister issued Decision No. 1179/QD-TTg approving...Task of developing the Nghe An Provincial PlanningFor the period 2021-2030, with a vision to 2050, the Prime Minister requested the People's Committee of Nghe An province to organize and complete the planning task within no more than 24 months from the date the planning task is approved.

On January 26, 2021, the People's Committee of Nghe An province issued Plan No. 55/KH-UBND on the establishment of...Nghe An Provincial PlanningFor the period 2021-2030, with a vision to 2050, the aim is to develop a plan for implementing the Nghe An Provincial Planning in accordance with the Planning Law and the tasks for provincial planning approved by the Prime Minister.

According to the plan of the People's Committee of Nghe An province, the preparation of the Nghe An Provincial Planning for the period 2021-2030, with a vision to 2050, will be completed and announced in April 2022.

The preparation of the Nghe An Provincial Planning for the period 2021-2030, with a vision to 2050.hThe goal is to develop Nghe An province into a center for finance, trade, tourism, education and training, science and technology, healthcare, culture, sports, and high-tech industries in the North Central region.

The objective of planningPlanningThe aim is to concretize, connect, and unify the spatial organization and development directions of industries and sectors within the province as outlined in national and regional planning; to create a basis for the implementation of urban planning, rural planning, and technical and specialized planning within the province, ensuring linkage, synchronization, continuity, stability, and systematic coherence between plans; and to eliminate overlapping plans that hinder investment and development.

The content requirements of the planning need to orient development, spatial arrangement, and resource allocation for socio-economic activities in a manner consistent with national and regional planning decided by competent state agencies, aiming towards...sustainable development goalsacross all three pillars: economic, social, and environmental; in line with the context of international integration and commitments in multilateral and bilateral international treaties to which Vietnam is a member.

At the same time, ensure the interconnectedness, synchronization, and efficient exploitation and use of the existing infrastructure system between sectors and inter-district regions and localities within the province; specifically identify areas for military, national defense, and security purposes at the provincial and inter-district levels, and provide guidance on their placement within the district.

The main content of the Nghe An Provincial Planning for the period 2021-2030, with a vision to 2050, is implemented according to the regulations in Article 27 of the Planning Law and Article 28 of Government Decree No. 37/2019/ND-CP dated May 7, 2019, including: Analysis, assessment, and forecasting of the specific development factors and conditions of Nghe An province; assessment of the current state of socio-economic development, land use, and urban and rural systems; assessment of the current state of socio-economic infrastructure development; formulation of viewpoints, determination of objectives, and selection of development options, planning options, and development directions for important sectors.

The planning scope will study the role of Nghe An province in its development relationship with neighboring territories that directly impact the province, including Thanh Hoa, Ha Tinh; the North Central region and the whole country. In addition, it will also study its relationship with the development of the Lao People's Democratic Republic to the west.
